Proposing Japan to consider granting ODA with conditions and incentives, simpler for Vietnam

On August 5, at the Ministry of Foreign Affairs Headquarters, Permanent Deputy Minister of Foreign Affairs Nguyen Minh Vu received Senior Vice President of the Japan International Cooperation Agency (JICA) Hataeda Mikio on the occasion of Mr. Hataeda's visit to Vietnam from August 4-9.

At the reception, Permanent Deputy Minister Nguyen Minh Vu expressed his delight at the positive, increasingly comprehensive and substantive development of the Vietnam-Japan Comprehensive Strategic Partnership with high political trust. Economic cooperation between the two countries has achieved many positive developments and continues to be the main pillar of the bilateral relationship. Japan is Vietnam's leading economic partner and the largest ODA partner, accounting for about 30% of total international ODA for Vietnam.

Permanent Deputy Minister Nguyen Minh Vu highly appreciated Japan's ODA capital as well as the important contributions of the JICA International Cooperation Agency to the implementation of ODA cooperation projects that have significantly contributed to Vietnam's socio -economic development over the past 30 years, including many ODA cooperation projects with Japan in Vietnam with high technology content, sustainability, and positive contributions to Vietnam's socio-economic development such as Nhat Tan Bridge, Bai Chay Bridge, Noi Bai International Airport, and the 50 billion Yen support for socio-economic recovery after Covid-19...

The leaders of the Ministry of Foreign Affairs believe that with the high determination of the two countries' senior leaders during the visit to Vietnam by Japanese Prime Minister Ishiba Shigeru last April, ODA cooperation projects between the two countries will be implemented effectively and quickly in the coming time.

JICA Senior Vice President Hataeda thanked the leaders of the Vietnamese Government, the Ministry of Foreign Affairs and Permanent Deputy Minister Nguyen Minh Vu for their attention, direction and cooperation in ODA cooperation projects being implemented in Vietnam. Mr. Hataeda said that JICA will continue to closely coordinate with relevant ministries, branches and agencies of Vietnam to accelerate the progress of important ODA cooperation projects such as the Vietnam-Japan University Construction Project, Ho Chi Minh City Urban Railway Line 1 Project, Cho Ray Hospital Project and 11 projects on climate change response and rural development adaptation to natural disasters in the northern mountainous provinces...

Permanent Deputy Minister Nguyen Minh Vu affirmed that the Vietnamese Government identifies ODA capital as one of the important resources for development investment, and suggested that the two sides continue to closely coordinate with the spirit of understanding and sharing to resolve bottlenecks in projects, promote progress as agreed by the Senior Leaders; hoping that the two sides will soon hold a review meeting to promote cooperation projects in the coming time. Permanent Deputy Minister Nguyen Minh Vu also suggested that JICA Senior Vice President Hataeda continue to pay attention and urge the Japanese Government to consider providing Vietnam with new-generation ODA loans with preferential and simpler loan conditions and procedures, support the budget to implement green transformation projects as well as consider new loans to implement key, large-scale projects in Vietnam.

Agreeing with the opinion of Permanent Deputy Minister Nguyen Minh Vu, Mr. Hataeda informed about the progress of ODA cooperation projects being implemented as well as projects that can be signed in the coming period between the two countries; affirmed that they will closely coordinate to promote ODA cooperation in the coming time through projects in the fields of health, green transformation, semiconductors, and high-quality human resource training.
