Inauguration of the Special Treatment Building in Luang Namtha, Laos sponsored by Phu Tho

On the afternoon of November 6, in Luang Namtha province, Laos, a ribbon-cutting ceremony took place to inaugurate and hand over the Special Treatment Building - a project funded by Phu Tho province without a refund to Luang Namtha Provincial Hospital.

Comrade Bui Thi Minh, Deputy Secretary of Phu Tho Provincial Party Committee and Comrade Viengsavath Siphandone, Member of the Executive Committee of the Lao People's Revolutionary Party, Secretary of the Provincial Party Committee, Governor of Luang Namtha Province co-chaired the ribbon-cutting ceremony.

Attending the ribbon-cutting ceremony were Vice Chairwoman of the Provincial People's Council Nguyen Thi Cam Phuong; Vice Chairwoman of the Provincial People's Committee Phung Thi Kim Nga; Vice Chairwoman of the Provincial Fatherland Front Committee Bui Thi Thu Hang, along with leaders of Luang Namtha province and leaders of a number of agencies and units of the two provinces.

The special treatment building - Luang Namtha Provincial Hospital worth 960,000 USD (equivalent to 25 billion VND) is a project funded by the former Vinh Phuc province (now Phu Tho province) without a refund to Luang Namtha province. The project was put into use at the end of May 2025 and has so far had nearly 1,300 patients coming for examination and treatment.

Speaking at the ceremony, Deputy Secretary of Phu Tho Provincial Party Committee Bui Thi Minh affirmed that Vietnam and Laos have a great friendship, special solidarity and comprehensive cooperation, which has been cultivated by generations of leaders and people of the two countries, becoming a priceless asset of the two nations.

Inheriting and promoting that precious tradition, over the years, Phu Tho and Luang Namtha have had many practical cooperation activities. Phu Tho has supported Luang Namtha in building many key projects with a total value of nearly 280 billion VND, making an important contribution to the socio-economic development and improving the lives of the people of the neighboring province.

Recalling two verses of poet To Huu: "Love each other, share a roasted cassava root/Share a bowl of rice, share a blanket" , Ms. Bui Thi Minh affirmed that this special treatment building is a vivid proof of the close relationship between the two countries.

Comrade Bui Thi Minh believes that the Luang Namtha Provincial Health Sector will effectively promote newly invested facilities, constantly innovate, create, improve the quality of medical examination and treatment, and better care for the health of people in the province.

On behalf of the Party Committee, Government and People of Luang Namtha province, Deputy Secretary of the Provincial Party Committee, Deputy Governor of Luang Namtha Onchan Khamphavong affirmed that putting the Special Treatment Building into use brings practical and great benefits in people's health care and expressed deep gratitude for the meaningful gift of Phu Tho province to the province.

Mr. Onchan Khamphavong said he will direct the relevant agencies to manage, exploit and effectively use the project to improve the medical examination and treatment capacity of Luang Namtha Provincial Hospital, while opening up many opportunities for cooperation and experience exchange between medical facilities of the two localities.

On this occasion, on behalf of the Party Committee, government and people of Phu Tho province, comrade Bui Thi Minh presented Luang Namtha Provincial Hospital with 100 million VND in cash and an electrocardiogram machine (worth 100 million VND) to support medical examination and treatment, improving the quality of health care for the people of Luang Namtha province.

Previously, at the headquarters of the Luang Namtha Provincial Party Committee, a meeting took place between the delegations of the two provinces, chaired by Deputy Secretary of the Phu Tho Provincial Party Committee Bui Thi Minh and Secretary and Governor of Luang Namtha Viengsavath Siphandone.

In the spirit of solidarity, special friendship, trust and mutual understanding, the two sides informed each other about the socio-economic development results, national defense and security, and political system building in each province in recent times.

The two sides agreed to propose specific and practical cooperation directions for the coming years, focusing on a number of contents such as enhancing friendly exchange activities, information exchange, sharing experiences in restructuring and streamlining the apparatus; strengthening economic cooperation; promoting cultural cooperation, coordinating the organization of people-to-people and cultural exchange activities to contribute to promoting the unique cultural features of each side; encouraging and creating conditions for businesses of both sides to cooperate in developing trade and tourism; coordinating to improve the quality of human resource training in accordance with the actual conditions of each province...

Ms. Bui Thi Minh believes that together with Luang Namtha province, she will continue to inherit, nurture and develop the traditional friendship, special solidarity and comprehensive cooperation between the two Parties, two States and peoples of Vietnam and Laos in the new revolutionary period.

At the meeting, Comrade Bui Thi Minh conveyed a letter from Secretary of Phu Tho Provincial Party Committee Truong Quoc Huy inviting Secretary and Governor Luang Namtha to visit and work with Phu Tho province. Comrade Viengsavath Siphandone happily accepted the invitation and assigned the Department of Foreign Affairs to coordinate in developing the program.

On this occasion, comrade Bui Thi Minh presented 200 million VND from the Party Committee, Government and People of Phu Tho province to support people in difficult circumstances in Luang Namtha province.
