Draft Resolution on some specific mechanisms and policies to improve the effectiveness of international integration work

On the afternoon of November 6, at the 51st Session, under the chairmanship of Vice Chairman of the National Assembly Tran Quang Phuong, the National Assembly Standing Committee gave opinions on the draft Resolution of the National Assembly on a number of specific mechanisms and policies to improve the effectiveness of international integration work.

Presenting the Government's Report, comrade Le Hoai Trung, Secretary of the Party Central Committee and Minister of Foreign Affairs, said that the draft Resolution was developed to promptly institutionalize Resolution No. 59-NQ/TW of the Politburo , thereby creating a legal corridor with specific mechanisms and policies to implement foreign affairs and international integration in the new situation.

At the same time, the Resolution aims to remove a number of bottlenecks and obstacles, create favorable conditions and breakthroughs to maximize the use of external resources and favorable conditions, serving the goal of building an independent, self-reliant, self-reliant, self-reliant, fast-developing and sustainable economy .

According to the Minister, the Resolution is structured with 8 chapters and 29 articles, stipulating mechanisms and policies in accordance with the authority of the National Assembly.

The Minister emphasized that the subjects of international integration are the entire political system, all agencies, organizations, businesses and people.

On that basis, the draft Resolution adjusts three major policy groups that cover relatively comprehensively all areas of international integration from politics, defense - security to economy, investment, education, international integration of enterprises, international integration of localities, work of representative agencies and resources for international integration.

Firstly , the policy of strengthening and deepening relations with partners, promoting and elevating multilateral diplomacy, contributing to peacekeeping, promoting international cooperation and development.

The Minister said that the Resolution will increase the initiative and decentralization for localities in foreign affairs activities, decentralization in sending forces to participate in reconstruction and humanitarian activities abroad, and have a flexible mechanism to increase the presence of international organizations in Vietnam, promoting research and understanding of Vietnam.

The draft also stipulates enhancing the responsibility and role of Vietnamese representative agencies abroad to effectively support international integration work.

Second , the policy promotes the role of the subject and gives stronger initiative to enterprises, creating conditions for Vietnamese enterprises to become a pioneering force in international economic integration.

The draft proposes to allow the establishment of a number of enterprise funds and solutions to improve enterprise competitiveness, expand and diversify markets, strengthen linkages and participate more deeply in the global value chain.

Third , the Resolution proposes solutions on training and improving the quality of human resources for foreign affairs and international integration through appointing a number of positions in accordance with international practices such as Special Envoy, Ambassador Extraordinary and Plenipotentiary; supporting 100% of current salary for those working regularly in foreign affairs and international integration, supporting 300% of current salary for leading experts, scientists, and rare foreign language experts participating in foreign affairs activities.

According to the Minister, the issuance of this Resolution creates a fundamental shift in thinking and methods of implementing international integration, contributing to improving the effectiveness and efficiency of foreign affairs activities.

Presenting the preliminary review report, Comrade Le Tan Toi, Chairman of the National Assembly's Committee on National Defense, Security and Foreign Affairs, agreed on the necessity of issuing the Resolution and major policies proposed by the Government.

Speaking at the session, National Assembly Chairman Tran Thanh Man requested the Drafting Committee to continue reviewing the requirements and tasks set out in Resolution 59-NQ/TW, especially in the fields of foreign investment, science and technology, education, health, culture, and local foreign affairs, in order to continue proposing specific policies and mechanisms that accurately reflect the requirements for comprehensive, deep, and substantive integration set forth by the Party and State.

Many opinions of the National Assembly Standing Committee highly appreciated the carefully prepared project dossier, which covers most areas of international integration, demonstrating the serious investment and strategic thinking of the Drafting Committee, and at the same time contributing to the Drafting Committee's continued completion of the dossier.

Receiving the instructions of National Assembly Chairman Tran Thanh Man and the discussion opinions of the National Assembly Standing Committee, Minister Le Hoai Trung said that the Drafting Committee will seriously study and fully absorb the proposals, closely coordinate with relevant ministries, branches and agencies to complete the draft Resolution, ensuring the highest quality, and submit it to the National Assembly for consideration and comments at the 10th Session.
