With the motto "Democracy - Solidarity - Discipline - Breakthrough - Development", the congress summarized the implementation of the Party Congress resolution for the 2020-2025 term and determined the direction, goals, tasks, and leadership solutions for the 2025-2030 term; discussed and contributed opinions to the draft documents of the 14th National Party Congress and the 11th Military Region 5 Party Congress; elected the new term Division Party Executive Committee and delegates to the 11th Military Region 5 Party Congress.

Summarizing the 2020-2025 term, the congress assessed that the Division Party Committee had led the comprehensive implementation of the targets, tasks and three breakthroughs set out in the congress resolution; affirming the position and role of the key unit of the Military Region. Combat readiness, training quality, drills, competitions and sports events were improved; political and ideologicaleducation work had many innovations and good results; logistics, technical and financial work met the requirements of the task, the material and spiritual life of officers and soldiers was improved. The leadership capacity and fighting strength of Party committees and organizations at all levels were maintained and enhanced.

The Division has consolidated 1,514 training grounds and training grounds; and renewed 142,000 training equipment, tools, and teaching models. In particular, the Division has 227 initiatives and improvements applied to training and combat readiness. The entire Division has 35 units recognized by the Ministry of National Defense and Military Region 5 as "Excellent Training Units" and "Excellent Physical Training Units".

The congress determines breakthroughs, targets, and synchronous, scientific leadership solutions, close to the practical situation and conditions of the Division.

In his speech, Colonel Luong Dinh Chung praised and highly appreciated the results of the leadership in implementing the tasks of the past term, and at the same time requested the congress and the Party committees and commanders at all levels to continue to thoroughly grasp the resolutions and directives of the superiors.
