What is a driver's license?
A driving license (Driving license) is a type of license or certificate issued by a State agency or competent authority to a specific individual allowing that person to operate, circulate, and participate in traffic by motor vehicles of all types such as motorbikes, large-displacement motorcycles, cars, trucks, buses, passenger cars, container trucks or other types of vehicles.
Although the regulations on driving licenses in each country are different depending on the characteristics of each country, in general, to receive a driving license, the applicant must go through many legal procedures such as submitting an application, having to undergo a driving test or rigorous driving tests (depending on the requirements of each type of vehicle) and other procedures.
Only after being granted a driving license does a person have the right (legally) to participate in traffic by motor vehicle.

Types of driving licenses
Types of driving licenses include: Driving licenses A1, A2, A3, A4; Driving licenses B1 (including 2 types B1 and B11); Driving licenses B2; Driving licenses class C; Driving licenses class D; Driving licenses class E; Driving licenses class F and licenses FB2, FD, FE, FC.
How much is the fine for using a fake driver's license?
According to Article 58 of the 2008 Road Traffic Law, drivers participating in traffic must be of the required age and health and have a driver's license appropriate to the type of vehicle they are allowed to drive, issued by a competent state agency.
Therefore, using a driver's license not issued by a competent state agency (fake driver's license) is a violation of the law and will be subject to administrative penalties.
Specifically, according to Article 21 of Decree 100/2019/ND-CP amended and supplemented by Decree 123/2021/ND-CP, the fines are as follows:
- A fine of 1,000,000 to 2,000,000 million VND shall be imposed on drivers of two-wheeled motorbikes with a cylinder capacity of less than 175 cm3 and similar vehicles when using a driving license not issued by a competent authority.
- A fine of 4,000,000 to 5,000,000 million VND shall be imposed on drivers of 2-wheeled motorbikes with a cylinder capacity of 175cm3 or more, or 3-wheeled motorbikes when using a driving license not issued by a competent authority.
- A fine of 10,000,000 to 12,000,000 million VND shall be imposed on drivers of cars, tractors and vehicles similar to cars when using a driving license not issued by a competent authority.
