The European Council (EC) adopted the first legally binding global treaty on rules governing the use of artificial intelligence (AI) on May 17. The EC said in a statement that the Framework Convention on AI sets out the legal framework for all stages of the development and use of AI systems, while addressing potential risks of AI and promoting responsible technological innovation. The treaty was adopted at the annual meeting of the EC Committee of Ministers, with the participation of foreign ministers from 46 member states. In a research report published on May 17, economic consultancy Oxford Economics assessed that Canada's Gross Domestic Product (GDP) growth only decreased in the second and third quarters, before turning positive again in the final quarter of the year. The report stated that GDP is forecast to decrease by 0.5% and hit bottom in the two middle quarters of the year. This forecast is 0.2 percentage points lower and one quarter earlier than the previous forecast, based on the assessment of the impact of higher mortgage rates for consumers, as well as the impact of the decline in new home construction, business investment or inventory accumulation. At least seven people were killed when a tornado with winds of up to 160 km/h swept through Texas, US officials said on May 17, while Houston - the state's largest city and the fourth largest in the US - was dealing with widespread damage. More than 920,000 customers in Houston are still without power and this situation could last for several weeks in some areas in Harris County. Due to the power outage, some major medical facilities in Harris County have had to close or delay medical examinations and treatments.
