Speaking to VietNamNet, delegate Hoang Minh Hieu (Nghe An province) - full-time member of the Law and Justice Committee emphasized that the contents of the amendments and supplements to the 2013 Constitution this time all demonstrate profound democracy. First of all, it is an affirmation of the central role of the Vietnam Fatherland Front in the great national unity bloc, representing all social classes, regardless of ethnicity or religion.
This revised orientation helps strengthen the guarantee of people's mastery, creating conditions for the Vietnam Fatherland Front to supervise and provide more effective social criticism.
Today, the National Assembly will discuss in the hall the draft Resolution of the National Assembly amending and supplementing a number of articles of the 2013 Constitution.
The amendments and supplements to streamline and streamline the apparatus also help reduce overlapping functions and tasks, in order to improve representation efficiency, help state agencies focus resources, be closer to the people, and serve the people better.
In terms of practicality, according to Mr. Hieu, the proposed amendments and supplements are intended to directly address the practical issues that are being raised. Specifically, clarifying the role of the Vietnam Fatherland Front and streamlining socio-political organizations aims to overcome overlapping functions and improve coordination efficiency in the great national unity bloc.
“The proposal to convert the local government model from 3 levels to 2 levels is a breakthrough solution to reduce intermediate levels, save budget and increase flexibility in management. These changes are not only suitable for the requirements of state apparatus reform but also meet the context of international integration, when Vietnam needs a streamlined and effective state apparatus system to compete and develop sustainably,” Mr. Hieu affirmed.
Get opinions via VneID, expanding opportunities for all classes of people to contribute opinions
According to a delegate from Nghe An province, the special point in this amendment and supplement to the Constitution is the requirement to amend and supplement within a relatively short period of time, with the goal of completing it on schedule by the end of June.
“This is a big challenge, requiring us to be very focused, very selective, and steadfast in the principle of only fixing truly urgent issues that have a direct impact on removing institutional bottlenecks, serving the goal of rearranging and reorganizing the apparatus.”
According to him, a special requirement that needs to be noted is to strictly ensure constitutional processes and procedures. Unlike previous amendments, the 2013 Constitution has for the first time specifically stipulated the steps in the process of amending the Constitution, from proposing, collecting opinions, accepting, revising, to discussing and approving in the National Assembly.
This places a great deal of responsibility on each participating agency, not only to ensure progress, but also to respect democratic and public processes, avoiding formalities or doing things under time pressure.

“This not only ensures democracy but also expands opportunities for all classes of people to express their opinions, especially those in remote areas, helping people to easily contribute opinions anywhere, anytime,” emphasized the delegate from Nghe An province.
In addition, because the Constitution is the highest legal document, containing many general and abstract contents requiring high expertise, in order for people to easily understand and contribute effective opinions, there needs to be clear, concise and easily accessible explanatory documents.
“For example, these documents can be compiled in the form of questions and answers, with illustrations to help people grasp the revised content without feeling complicated. At the same time, it is necessary to organize more direct forums at the local level, combined with online channels, to listen to opinions from many groups of people, from farmers, workers to intellectuals," the delegate analyzed.
Along with that, it is necessary to organize explanations, fully absorb comments, organize feedback by problem groups and publicize this information.
“When people feel that their voices are truly heard and responded to promptly, the Constitution will truly reflect the will and aspirations of the people,” said Mr. Hieu.
