Resettlement comes first to speed up site clearance

According to the report, from 2023 to present, Ngo Quyen district has implemented 23 projects related to compensation, site clearance (GPMB) and resettlement. 100% of compensation, support and resettlement plans were organized to disseminate, publicize, and post information at the headquarters of the ward People's Committee and the meeting place of the residential group where the land was recovered. The publicization and posting were recorded in minutes witnessed by the Vietnam Fatherland Front Committee, the People's Committees of the wards, and representatives of the people whose land was recovered.

Mr. Cap Trong Tuan, Chairman of Ngo Quyen District People's Committee, Hai Phong City reported on compensation, site clearance and resettlement support when implementing projects in the area.

Of the 23 projects mentioned above, 2,409 households and 59 organizations have been inventoried and compensation and support plans have been drawn up. Although the People's Committee of Ngo Quyen District has organized propaganda and mobilization, and leaders of Party committees and authorities have had dialogues with people whose land has been recovered, up to now, 229 households and 12 organizations have not received compensation and support.

In Ngo Quyen district, households whose land is recovered and eligible for resettlement are mainly arranged in 5 resettlement areas in the area. However, currently, only 2 resettlement areas have completed infrastructure, organized lotteries, and arranged households to live there, including: Social Housing Project at General Warehouse 3 Lac Vien (arranging 103 households) and Resettlement Area No. 83 Van My Street (arranging 8 households). The remaining 3 resettlement areas are in the stage of site clearance, completing technical infrastructure to arrange for households.

According to statistics, during the process of compensation, site clearance, and resettlement support, the People's Committee of Ngo Quyen District received 1,526 petitions, corresponding to 1,102 cases of reflection, recommendation, and complaint. Up to now, the authorities have resolved 1,287 petitions, corresponding to 922 cases; 239 petitions, corresponding to 180 cases have not been resolved.

Proposal to digitize GPMB records

At the monitoring session, Mr. Cap Trong Tuan, Chairman of the People's Committee of Ngo Quyen District frankly admitted: Due to the large amount of work and short implementation time, the progress of some projects is still slow, not ensuring the set plan. Many cadres have not met the job requirements in the new situation.

At the monitoring session, members of the Delegation requested the People's Committee of Ngo Quyen District to clarify the reasons why a large number of households have not received compensation and many petitions and complaints have not been resolved.

Regarding the above content, Mr. Cap Trong Tuan, Chairman of Ngo Quyen District People's Committee, explained that there were both subjective and objective reasons. Among them, changes in mechanisms, policies, regulations in the Land Law and the small number of specialized staff related to the field of Natural Resources & Environment led to many difficulties in implementing compensation and site clearance work.

To resolve the current difficulties, the People's Committee of Ngo Quyen District proposed that the Supervisory Team review and give opinions to the City People's Committee to accelerate the digitization of land acquisition and clearance records to implement the project in conjunction with digital transformation and the land database of the Department of Natural Resources and Environment and increase the staffing framework of the Department of Natural Resources and Environment.

Concluding the monitoring session, Chairman of the Hai Phong City Fatherland Front Committee Dao Trong Duc suggested that resettlement must be done one step ahead to increase trust and soon stabilize people's lives after completing site clearance.

Ngo Quyen District People's Committee needs to absorb the opinions of the members of the Supervisory Team; promptly develop standards for the quality of local officials in the Natural Resources and Environment sector; proactively take care of resettlement land funds and thoroughly resolve people's petitions to avoid prolonged complaints and lawsuits.
