Temporarily suspend the operation of the tutoring center for 600 students in Chua Lang street

The inspection team has temporarily suspended the center's operations since noon on April 23.

The Hanoi Department of Education and Training said that as soon as there was information that some teachers currently working at some public secondary schools appeared as lecturers, and there were images of students studying at a Cultural Training Center on Chua Lang Street, Dong Da District, Hanoi, the unit requested the Dong Da District Department of Education and Training to coordinate with related units to check and verify.

On April 23, the authorities inspected the activities of the Vietnam-Russia Cultural Training Center, Facility 2, located at No. 33, Lane 82, Chua Lang Street, Lang Thuong Ward, Dong Da District.

Through inspection, the working group determined that this center had been granted a certificate of business registration and registered business location.

Students studied at the Vietnam - Russia Cultural Training Center before.

The center has posted at the facility the location, form, and time of organizing extra teaching and learning.

There are records of 29 teachers currently teaching at the center and about 600 applications from students of all grades at the secondary level.

However, at the time of the inspection, there were no students studying at this center.

The inspection team determined that the center had violated a number of regulations, such as not posting at the tutoring facility the subjects that are organized for tutoring, the duration of tutoring for each subject by grade level, the list of tutors, and the tuition fees before enrolling students in tutoring classes according to the provisions of Circular 29.

In the records of teachers teaching at the center, there are 4 missing labor contracts; the labor contracts signed by the center with teachers do not fully show the contents such as job position, working time, etc., and lack periodic health check-up certificates.

This center has also not been able to present records related to monthly fee collection.

It is worth mentioning that this center has not yet presented fire prevention and fighting records, only equipped with foam extinguishers, fire alarms and regulations on the first floor.

This facility is not qualified to organize extra classes.

Teachers have signed a pledge not to teach mainstream students.

For Lang Thuong Secondary School, where most of the students are said to take extra classes at the center, the Dong Da District Department of Education and Training has inspected teachers who registered to teach extra classes outside the school.

The results showed that the teachers reported to the Principal about their request to teach extra classes outside of school and signed a commitment to implement Circular 29, not to teach their regular students for money.

The inspection team also requested Lang Thuong ward to supervise the implementation of the request to stop the operation of this tutoring center.

The inspection team has made a record of the tutoring center's shortcomings. The decision was made to temporarily suspend the operation of the Vietnam-Russia Cultural Training Center from 12:00 on April 23, and at the same time, require the center to notify parents and fulfill financial obligations when stopping classes, ensuring the rights of parents.

Dong Da District Department of Education and Training continues to work with Lang Thuong Secondary School and all schools in the district to strengthen strict implementation of the regulations of Circular 29 of the Ministry of Education and Training .

High tuition fees, poor facilities

Previously, Deputy Minister of Education and Training Pham Ngoc Thuong signed a document requesting the Hanoi Department of Education and Training to inspect and verify information about a center providing extra tutoring to public school students.

Lang Thuong Ward posted a notice that the center was not qualified to teach extra classes so that parents would know.

According to the Ministry of Education and Training, on April 22, the 24-hour Movement Program broadcast on VTV1 channel reported on the organization of extra teaching and learning in violation of Circular 29. The Ministry of Education and Training requested the Hanoi Department of Education and Training to check, verify information and strictly handle violations (if any) according to regulations.

The Ministry also requested the Hanoi Department of Education and Training to report the handling results to the Ministry of Education and Training in writing.

According to VTV24, after Circular 29 took effect, both morning and afternoon, almost all students of a public secondary school regularly go to the Cultural Training Center located on Chua Lang Street, Dong Da, Hanoi to take extra classes.

Students shared that the class at this center has 34 students. It is worth mentioning that this center only teaches students from the same school, with a total of about 500 students.

According to the center's schedule from March 3, students will study Math, Literature, Foreign Language, and Natural Science . The center even divides the classes into classes: 7A1, building 18, 3rd floor, outer room or 7A3, building 20, in which group 1 studies on the 3rd floor, room 1; group 2 studies on the 3rd floor, room 2...

Parents said that students studying here have a fee of 2 million/month. What worries parents is that if the extra classes at the center are voluntary, there will be no way the whole class will go.

Parents are worried, in the main classroom, lesson 1, go to the center to study lesson 2, if students do not go, they will have gaps in knowledge and will not understand the next lesson. Tutoring is banned in schools, students go to the center to study, the facilities are not guaranteed, not to mention the cost has skyrocketed.

In addition, parents also reported that the center lacked space for hundreds of students to study at the same time, so it had to rent another location for students to study. It was called the second facility, but in fact it was a resident's house, with additional tables and chairs to serve teaching purposes.

The representative of the Cultural Training Center also admitted that during its operation, the number of students increased suddenly, leading to the center renting additional classrooms in the school, which did not meet the standards of the education sector.

Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, once said that the number of centers and businesses providing extra classes is increasing. According to initial statistics, Hanoi has about 15,000 centers and businesses providing extra classes.

According to Mr. Cuong, through surveys and inspections at the commune and ward levels, the fees for extra classes outside are much higher than before, even though it is voluntary.

“The current difficulty is that we do not have sanctions to handle violations related to extra teaching and learning, the pressure of time and resources for inspection at the commune level is very difficult, and the number of people performing the task is very small,” said the Director of the Hanoi Department of Education and Training.
