The book "Building and developing a comprehensive, modern Vietnamese foreign policy and diplomacy imbued with the identity of Vietnamese bamboo" The Resolution of General Secretary Nguyen Phu Trong was born in the context that our country has gone through more than half of the 13th National Congress term, the whole country is making efforts, being united, seizing every opportunity, overcoming all difficulties and challenges, determined to successfully implement the Resolution of the 13th National Party Congress.

Clarifying the context and timing of the book's publication at the Conference, Acting Director of the Diplomatic Academy, Ministry of Foreign Affairs Pham Lan Dung said that the international situation since the 13th National Party Congress has undergone enormous, unpredictable, and unprecedented changes. Many major issues have had a strong impact on our country in terms of geostrategic competition, crisis, conflict, territorial and resource disputes, etc. That context has created both challenges and opportunities, risks and opportunities.

"The book "Building and developing a comprehensive, modern Vietnamese foreign affairs and diplomacy, imbued with the identity of Vietnamese bamboo" of the General Secretary has the meaning of contributing to perfecting the Party's theoretical system on foreign affairs in particular and important issues on the path to building socialism in Vietnam in general". Emphasizing this, the Acting Director of the Diplomatic Academy stated that the content of the book summarizes the core ideas of Vietnam's foreign affairs and diplomacy; forming a unique and distinctive school of foreign affairs and diplomacy in the Ho Chi Minh era, imbued with the identity of "Vietnamese bamboo"; is a very valuable reference document for those who want to learn about Vietnam's foreign policy and guidelines.

The book consists of 3 parts. The first part includes an overview article and 7 speeches by General Secretary Nguyen Phu Trong at the Party Central Committee Conferences, the Diplomatic Conference, and the National Foreign Affairs Conference, with the main contents: summarizing and systematizing the development of the Party's ideology and theory on foreign affairs; vividly concretizing the unique identity of Vietnam's foreign affairs and diplomacy through the image of "Vietnamese bamboo"; summarizing the great achievements of foreign affairs over the past nearly 80 years and pointing out the shortcomings, limitations, and major lessons; evaluating our Party's assessment of today's era, the major trends of the world, the opportunities and challenges for Vietnam; affirming Vietnam's viewpoints, interests, and vision in the face of world fluctuations; clearly indicating the tasks of foreign affairs and diplomacy in the coming time.

The second part includes 78 articles, speeches, interviews, letters, telegrams... of General Secretary Nguyen Phu Trong at bilateral and multilateral diplomatic activities and forums. The articles and speeches of Comrade Nguyen Phu Trong were selected and compiled in different positions: Chairman of the National Assembly, General Secretary, General Secretary - President.

General Secretary Nguyen Phu Trong summarized the image of "Vietnamese bamboo" in the book as follows:

Firstly, "firmly at the root" includes three main connotations: firmly upholding the principle of serving the national and ethnic interests, which is an independent and autonomous foreign policy; taking real strength as the root, taking multilateralization, diversification of foreign relations and international integration to create a position and establish a time; firmly upholding the Marxist-Leninist methodology and Ho Chi Minh thought as the ideological foundation to guide and direct the way.

Second, “firmness in the body” are methods of creating strength, with three main connotations: the strength of solidarity: in which great solidarity within the country is fundamental, international solidarity is an extremely important supporting factor with the main motto of combining national strength with the strength of the times...; the strength of the unified leadership of the Party, the centralized management of the State over foreign affairs and international integration activities; the strength of legitimacy, justice, humane behavior, prior and subsequent behavior, behavior that respects the law and is consistent with the progressive trend of the times.

Third, "flexibility" is the style and art of diplomatic behavior: in which the basic principle is "being unchanging, responding to all changes", the "five knowledges" method - "knowing oneself, knowing others", "knowing the time, knowing the situation", "knowing when to stop, knowing when to change" of Ho Chi Minh's diplomatic thought.

The General Secretary's articles and speeches at bilateral and multilateral diplomatic activities and forums demonstrate the close and harmonious coordination of comprehensive and modern diplomacy with three pillars: party diplomacy, state diplomacy and people-to-people diplomacy, which have been carried out over the past 20 years.

The General Secretary's articles consistently demonstrate the consistent foreign policy and viewpoints of our Party and State, headed by General Secretary Nguyen Phu Trong, in the new development period of the country, which are: an independent, self-reliant, peaceful, friendly, cooperative and developmental foreign policy, multilateralization and diversification of foreign relations; being a friend, a reliable partner and an active, responsible member of the international community; proactively and actively integrating comprehensively and deeply into the international community. The General Secretary's articles are drawn from rich practice, demonstrating the General Secretary's vision, clear-sighted intelligence, close, decisive, comprehensive and convincing leadership.

The third part includes 52 articles and opinions of experts, politicians, diplomats, researchers, and international friends on foreign affairs achievements and the identity of "Vietnamese bamboo"; a collection of memories and stories of ambassadors, foreign affairs officials, journalists, and overseas Vietnamese who accompanied and met the General Secretary during his visits and work at home and abroad, thereby showing the affection, admiration, and high appreciation that international friends have for the General Secretary.

The authors of the article highly appreciate the correctness, ingenuity, flexibility, but very steadfastness in the goals and principles of Vietnam's foreign policy. The authors of the article also highly appreciate the great contribution of that foreign policy to the success of the Vietnamese Revolution. The authors of the article emphasize that the image of "Vietnamese bamboo", a familiar image closely associated with national culture, has vividly reflected the identity of Vietnamese diplomacy and is the "most suitable image" to describe Vietnam's foreign policy. "Vietnamese bamboo" is the identity of current major policies such as "four no's", Vietnam's skillful but principled way of dealing with the complex developments of the world situation, and "Vietnamese bamboo" will be steadfast and stand firm against "storms".

“Handbook” on leadership science in the cause of national unity

Introducing the core content of the book "Promoting the tradition of great national solidarity, building our country to be increasingly rich, civilized and happy" by General Secretary Nguyen Phu Trong, Chairman of the Central Committee of the Vietnam Fatherland Front (VFF) Do Van Chien emphasized that the book is a "handbook" on leadership science, so that sectors, levels, localities, cadres, party members and the majority of people from all classes, compatriots of all ethnic groups, religions, overseas Vietnamese and international friends can clearly understand and grasp the contents of great solidarity, the leadership role of the Party, the political core of the Vietnam Fatherland Front, of political and social organizations in the cause of great national solidarity and effectively practice great national solidarity.

The Chairman of the Central Committee of the Vietnam Fatherland Front stated that when studying the book, it is necessary to grasp the five major contents that the General Secretary emphasized and analyzed in depth.
