Cooperation in developing digital human resources

The foundations and achievements of digital transformation in recent years, along with the acceleration of the implementation of Resolution No. 57-NQ/TW of the Politburo (on breakthroughs in science, technology, innovation and national digital transformation) will be an important premise for Dong Nai to realize sustainable growth goals in the new development stage, creating opportunities for breakthrough development in the digital age. In the context of the 4.0 industrial revolution, digital human resources hold a key position in implementing digital transformation, technological innovation, and promoting sustainable growth. Therefore, the province always focuses on attracting domestic and foreign experts, improving the quality of human resources in digital transformation, high technology, etc. in the locality.

The Provincial People's Committee has issued Plan No. 217/KH-UBND on launching the Emulation Movement "Promoting the combined strength of the entire political system and all classes of people to successfully carry out the revolution of science and technology development, innovation and digital transformation in Dong Nai province".

Dr. Le Quoc Bao, Deputy Director of the Institute for Leadership Development ( Ho Chi Minh City National University), said that Dong Nai can continue to expand training programs in the field of specialized information technology; contents and topics related to Resolution No. 57-NQ/TW of the Politburo, thereby concretizing the goals of developing high-quality human resources in the field of high technology and strategic technology for the locality. In addition, universities and colleges in Dong Nai can connect with institutes and schools under Ho Chi Minh City National University to bring students to visit and intern at laboratories of Ho Chi Minh City National University, innovation centers, science and technology enterprises, innovation, etc.

Dr. Lam Thanh Hien, Principal of Lac Hong University, said that training highly qualified human resources, especially in the field of technology, will create conditions to promote the process of industrialization and socio-economic development in the locality. The school has been strengthening cooperation with technology companies and universities at home and abroad, investing in facilities to improve the quality of training in the fields of information technology and high technology.

Raising awareness and digital skills for people

At the end of May 2025, the Provincial People's Committee issued Plan No. 192/KH-UBND on implementing the Digital Literacy Program in Dong Nai province in 2025. This program helps workers connect with the world's knowledge base through digital technology; forming digital culture and digital thinking in solving practical problems, helping to resonate each person's individual intelligence with artificial intelligence.

The plan aims to widely implement the Digital Literacy Movement, thereby popularizing basic knowledge of digital transformation and digital skills for people with the spirit of the whole people, comprehensively, leaving no one behind in the digital transformation process. People are equipped with the necessary digital knowledge and skills to apply in daily life to grasp, utilize, exploit and enjoy the achievements of science and technology, innovation and digital transformation. At the same time, raising awareness and essential digital skills for people, especially the elderly, people in rural areas, remote areas or people with little exposure to technology, helping people access and utilize technology in life, improve labor productivity, create new job opportunities and form a community that adapts to digital transformation.

At the end of June 2025, the Provincial People's Committee issued a document on maintaining the effective operation of the community digital technology team in the locality. To ensure that the operation of the community digital technology team continues to be effective, in line with the new organizational model after the administrative unit arrangement and ready for the operation of the 2-level local government, the Provincial People's Committee requested the new communes and wards after the administrative unit arrangement to urgently review, maintain and reorganize the community digital technology team in the management area. The reorganization needs to be based on the practical situation of each locality, ensuring that the community digital technology team has a suitable organizational structure and sufficient operational capacity.

In particular, taking the commune police force and the Youth Union as the core, closely coordinating with the women's association, social and cultural officers, IT teachers, students and other components in the area that are capable of applying digital technology to strengthen the team to provide practical and effective support for people and grassroots officials in digital transformation work. The community digital technology team, after being reorganized, has the task of continuing to carry out the work of "holding hands and showing how to do things" for people and businesses in using online public services, registering electronic identification accounts, cashless payments, e-commerce, as well as guiding the use of digital platforms of the province and the country, especially in the process of operating 2-level local governments.
