(Haiphong.gov.vn) – In order to strengthen coordination to ensure traffic safety and order at intersections between roads and railways, Vice Chairman of the City People's Committee Nguyen Duc Tho - Deputy Head of the City Traffic Safety Committee has just issued instructions in Document No. 4505/VP-GT assigning the City Traffic Safety Committee to preside over and coordinate with the Department of Construction, City Police and People's Committees of An Duong, Hong Bang, Le Chan and Ngo Quyen districts to promote propaganda and dissemination of railway laws to the people. At the same time, closely coordinate with the Vietnam Railway Authority and Vietnam Railway Corporation to effectively implement the Coordination Regulations between the Ministry of Construction and localities with railways passing through.
Relevant units shall organize vigilance and guard posts at self-opened paths with high risk of accidents; build access roads, isolation fences, narrow and eliminate self-opened paths; organize the installation of railway traffic safety corridor boundary markers and coordinate the handover to local management according to regulations.
The Department of Agriculture and Rural Development, in coordination with the People's Committees of the above districts, when granting land to businesses and people, must consider plans to ensure traffic safety according to the law on railways; at the same time, pay attention when planning residential areas to avoid violating the railway traffic safety corridor.
District People's Committees shall strengthen control, prevent and strictly handle violations of railway traffic safety order, especially the situation of arbitrarily reopening closed crossings, removing posts to narrow the crossing, encroaching on safety corridors, and acts of driving vehicles deliberately crossing the level crossing when there is a train warning signal.
In recent times, with the attention and coordination of ministries, branches and local authorities in implementing tasks and solutions to ensure railway traffic safety, the situation of railway traffic order and safety has been basically controlled in terms of the number of cases, deaths and injuries. However, in the first 5 months of 2025, the situation of railway traffic accidents remained complicated, with a number of railway traffic accidents still occurring, especially serious accidents at intersections between roads and railways. Specifically, 08 cases occurred, killing 04 people and injuring 02 people. Compared to the same period last year, there was an increase of 6 cases (300%), an increase of 02 deaths (100%), and the number of injuries remained unchanged, the cause of the accidents mainly stemmed from the subjective awareness of traffic participants. Besides, encroachment on railway corridors is also one of the reasons why railway traffic accidents are becoming increasingly complicated and unpredictable.
