Strengthening the management of funds and payment of preferential treatment to people with revolutionary contributions in operating the two-level local government model.

The Chairman of the Provincial People's Committee has just issued Official Dispatch No. 744/UBND-KGVX directing the strengthening of the management and use of the central budget, ensuring the correct, sufficient and timely implementation of policies and payment of preferential regimes for people with revolutionary contributions in the operation of the two-level local government model.

The Chairman of the Provincial People's Committee requested the People's Committees of communes, wards and special zones to strengthen the monitoring and inspection of the management and use of the central budget to implement policies and preferential regimes for people with revolutionary contributions in the locality; rectify and strictly implement discipline in complying with the law on state finance and budget according to the direction of the Prime Minister in Directive No. 22/CT-TTg dated June 23, 2023 and related regulations.

Pay attention to allocating funds for investment in facilities, implementing preferential policies for people with revolutionary contributions, taking good care of the lives of people with revolutionary contributions and their relatives; not allowing violations that cause loss or waste of state budget, money and assets. During the implementation process, if difficulties or problems arise, promptly report them to the Provincial People's Committee (for guidance on resolution).

Assign the Department of Home Affairs and the Department of Finance, based on their assigned functions and tasks, to implement and guide agencies, units and localities to organize the payment of subsidies, allowances and preferential policies for people with meritorious services to the August Revolution in 2025 and the following months ; ensure the right subjects, completeness, timeliness and compliance with the provisions of law; thoroughly overcome the shortcomings, limitations and violations that have been recommended for correction and handling by inspection, audit, examination agencies and financial management agencies at higher levels according to regulations.

Manage and use central budget to implement preferential policies for people with revolutionary contributions in the province in accordance with the provisions of the law on state budget and relevant laws; perform tasks and powers in state management of people with revolutionary contributions according to the Government's Decrees and instructions of the Ministry of Home Affairs .

Closely coordinate with relevant agencies to promptly guide and resolve arising difficulties and problems, ensuring smooth and uninterrupted implementation of policies and preferential regimes for people with revolutionary contributions during the operation of the two-level local government model.
