Strengthening leadership and direction in combating IUU fishing, removing the EC's "Yellow Card" warning

Implementing Document No. 10-CV/DU dated September 11, 2025 of the Party Committee of the Ministry of Agriculture and Environment on strengthening the leadership of Party committees in combating illegal, unreported and unregulated fishing (IUU fishing), removing the "Yellow Card" warning of the European Commission (EC); Document No. 182-CV/DU dated September 19, 2025 of the Provincial People's Committee Party Committee, on September 22, 2025, the Provincial People's Committee issued Document No. 192/UBND-VP3 on strengthening leadership and direction in combating IUU fishing, removing the "Yellow Card" warning of the EC.

Accordingly, the Provincial People's Committee requests departments, branches, People's Committees of communes and wards with fishing vessels exploiting aquatic products to continue to implement the direction of the Provincial People's Committee in Document No. 149/UBND-VP3 dated September 9, 2025 and Document No. 167/UBND-VP3 dated September 11, 2025; at the same time, based on functions and tasks, continue to deploy specific assignments of competent and professional officials and functional forces to monitor, control, and clearly grasp the anchorage position of each fishing vessel that is not qualified to participate in aquatic products exploitation (not registered, not inspected, not licensed, not marked, not equipped with journey monitoring equipment, etc.), ensuring synchronous and smooth coordination between sectors and localities in preventing fishing vessels from illegally exploiting aquatic products. Deploy operations to monitor and supervise each fishing vessel and fisherman at high risk of violating illegal fishing in foreign waters, and brokers who collude, prevent and handle them right on shore and at sea, and prevent fishing vessels from violating foreign waters.

Allocate resources and focus on overcoming shortcomings and limitations in combating IUU fishing as required by the EC; review and carefully prepare content, records and documents to prepare for working with the EC's 5th Inspection Delegation, not to be passive or surprised, affecting Vietnam's efforts to remove the "Yellow Card" warning.

The Department of Agriculture and Environment shall preside over and coordinate with relevant departments, branches and units to strictly implement the time, content and data of reporting on the results of implementing the task of combating IUU fishing according to the requirements and instructions of the Ministry of Agriculture and Environment. Advise the Provincial People's Committee to prepare a report on the assessment and preliminary summary of the results of one year of implementing Directive No. 32-CT/TW of the Secretariat on combating IUU fishing in the province; report to the Provincial People's Committee before September 23, 2025.

The Provincial People's Committee requests departments, branches, People's Committees of communes and wards with fishing vessels to seriously implement this.
