Creating a breakthrough in applying digital transformation in inspection and supervision work

Resolutely implementing digital transformation and applying information technology has been chosen as one of the strategic breakthroughs in the inspection and supervision work of the Party in the new term.

The requirement is to urgently deploy a synchronous system of software for records management; connect and exploit data from relevant agencies; build a shared digital platform to serve inspection and supervision work, aiming at the goal of performing data-based supervision and inspection.

New thinking, new methods

Implementing the Party's policy and the direction of General Secretary To Lam on strongly innovating the Party's inspection, supervision and discipline enforcement work, the Central Inspection Commission has issued and deployed key plans, seriously implemented the directive contents, aiming at the goal of "supervision on data, inspection on data".

Accordingly, implementing the digital transformation project in party agencies, since the beginning of the 13th Congress term, the Central Inspection Commission has stepped up the direction of applying information technology in inspection and supervision work, demonstrating strong innovation in thinking and working methods. Inspection Commission officials at all levels have gradually converted manual working methods to working on digital platforms; adjusted and updated inspection and supervision business processes to suit the digital environment, moving towards implementing a "paperless inspection" model, helping to save time, improve efficiency and quality of case handling.

Specific application solutions gradually create a common digital platform for the entire Party inspection sector, integrating existing software such as managing petitions, disciplinary records, reporting statistics, digital storage, work management... towards building a unified, interconnected digital ecosystem from the central to local levels.

Strengthening the connection and data sharing between inspection agencies; between inspection agencies and Party committees, internal affairs agencies, inspection, justice, ministries, branches, localities... gradually forms a big data analysis platform, supporting decision-making, risk assessment, and detecting signs of violations. The "digital inspection agency" model is built with processes, data, and operating tools on a digital platform. Thereby promoting efforts to innovate working methods towards digitizing processes and documents; gradually conducting inspections on data, monitoring on data, and moving towards data analysis to detect violations early and limit risks in Party building work.

According to the Central Inspection Commission, leadership, direction and management in the digital environment must be based on data, decision-making based on data from effective tools such as forms, periodic and ad hoc reports of the industry, from the information synthesis system on the internet, the system to monitor the implementation of resolutions, notification of conclusions, the system to synthesize, report and analyze data of the whole industry.

In particular, the digital environment inspection and supervision control center is an effective tool that provides a comprehensive, real-time view of the inspection, supervision, and enforcement of party discipline in the entire industry. Thereby, improving the effectiveness of direction and management, enhancing situational awareness, and early warning of outstanding issues that are at risk of becoming "hot spots" to promptly prevent violations.

Implementing the plans of the Central Inspection Committee, the inspection committees of provincial and municipal Party Committees have institutionalized, developed and issued digital transformation plans for agencies and units, ensuring consistency throughout the sector; thoroughly indoctrinated officials and civil servants of the inspection sector to seriously organize implementation. In particular, clearly state each specific content, completion time, implementing unit, clear people, clear work and especially the work of digitizing records and data for handover before the new organization and apparatus come into operation, ensuring that records, documents and data are not lost.

Experience from the Hai Phong City Party Committee's Inspection Committee shows that identifying digital transformation as not just a technical improvement, but a comprehensive innovation from thinking to action has contributed to creating clear results, improving the effectiveness of inspection and supervision work, and adapting to the two-level local government organization model.

The results of the first six months of 2025 are clear evidence, when 100% of the records and documents of inspection and supervision for the 2010-2015; 2015-2020 and before 2010 terms of Party committees and inspection committees at all levels in the City Party Committee (before the merger) have been edited and digitized according to regulations. Records and documents of inspection and supervision for the 2020-2025 term have been updated by the City Party Committee's Inspection Committee and the Party Committee's Inspection Committee on the inspection industry software systems deployed by the Central Inspection Committee.

Continue to ensure synchronization and progress as set out

In the process of accelerating the implementation of digital transformation, the Central Inspection Commission has promptly directed agencies and units in the industry to review, classify, edit, compile statistics, and digitize documents and materials for inspection, supervision, and party discipline enforcement, ensuring full, continuous, and uninterrupted information and work data of Party committees and Inspection Commissions at all levels before, during, and after the organizational restructuring. This is an important step towards the goal of building a data-based inspection and data-based supervision system.

However, problems and limitations still arise when some competent authorities are slow to guide the digitization of records and archives associated with the identification of professional documents; guide the digitization of top secret and confidential documents. Many localities have not yet built a list of records and classified documents that need to be digitized; have not classified documents according to the level of confidentiality from party agencies; have not clearly defined the purpose of using documents after digitization... The centralized digitization software has some inappropriate features; updating data to specialized software still has many errors... In addition, the Party Committee's Inspection Committee does not have specialized information technology staff; most of them are office and clerical staff, which is also the reason for the limited effectiveness of digitization and updating data.

Inspection Committees at all levels continue to effectively coordinate with Party Committee offices at the same level to deploy investment in equipment and stable network infrastructure, ensuring conditions for synchronous digital transformation, especially at the commune level; accelerate research and build centers for command, operation, inspection, supervision, and act as focal points for integrating, analyzing, and exploiting data to serve local direction and operation.

The Central Inspection Commission continues to develop solutions to build a center for command, operation, inspection, supervision, and act as a focal point for integrating, analyzing, and exploiting data to serve the direction and operation of the entire industry; upgrade technical infrastructure to meet the requirements of implementing digital transformation tasks, ensuring safety, stability, efficiency, and conformity with the general roadmap of Project 204.

The key to the success of digital transformation in inspection and supervision work is still the human resource factor. The task for Inspection Committees at all levels is to focus on training, fostering, improving capacity, digital awareness, and digital skills for officials and civil servants of agencies, units, and localities to ensure that they meet the requirements of digital transformation. Arrange officers in charge of digital transformation work or establish teams/groups to support digital transformation work to enhance the capacity to deploy and execute tasks.
