Create all conditions for teachers to feel secure in their profession

2025 is a year of good news for the Education and Training sector as the policies of the Party and State have a positive impact on teachers' lives, attracting and retaining human resources and improving working conditions, especially in disadvantaged areas.

Specific policy expectations

According to statistics from the Ministry of Education and Training (MOET), up to now, 88% of teachers are ranked lower in salary than civil servants in other sectors and fields in society. The group of civil servants and teachers enjoys the highest salary coefficient of 6.78, provided that teachers have training and teaching qualifications that meet the prescribed standards, while civil servants in other sectors can enjoy the highest salary coefficient of up to 8.0 (about 1.18 times higher). In addition, 100% of preschool teachers are enjoying the lowest salary in the administrative career salary scale system...

On the other hand, teachers are currently the group receiving the largest budget salary in the career sector, with about 1.05 million people, accounting for about 50% of the civil servant payroll nationwide. In addition to salary, teachers are receiving two main allowances: seniority and professional incentives, with an actual income of about 6.6 - 30 million VND/month. However, the majority of preschool teachers (accounting for about 25% of the team) only receive 5.8 - 18.5 million VND, but the work is considered to be hard... This reality not only directly affects the lives of teachers, but also has a long-term impact on the quality of teaching and learning.

In the draft Decree regulating salary and allowance policies for teachers, the Ministry of Education and Training proposed that teachers will enjoy a special salary coefficient. Specifically, the Ministry of Education and Training proposed applying a rate of 1.25 for public preschool teachers and 1.15 for general education teachers. The special coefficient is only calculated for salaries, not for allowances.

Teacher Nguyen Van Thong, Vinh Loc Secondary and High School ( An Giang ) said that one of the major difficulties for teachers today is the basic salary. People's living standards are increasing, prices of goods are getting more and more expensive, teachers' salaries have increased, but have not met the requirements of life. Many teachers are looking forward to the regulation that "teachers' salaries are ranked highest in the draft administrative career salary scale system" when the Law on Teachers takes effect from January 1, 2026.

Teacher Nguyen Thi Th., a teacher at Phu Luong Primary School (Bac Tien Hung Commune, Hung Yen) expressed: “Teaching is a special profession, but the salary scale is still lower than that of civil servants in other sectors. Therefore, when hearing that teachers' salaries are ranked highest in the salary scale, the teaching staff feels happy and secure. But to realize this policy, a special coefficient is needed...”.

Immediately after the National Assembly passed the Law on Teachers, the Ministry of Education and Training developed and submitted to the Government 3 Decrees and 14 Circulars, ensuring they take effect simultaneously when the Law on Teachers takes effect from January 1, 2026. Minister of Education and Training Nguyen Kim Son said: Salary, allowance, support and teacher attraction policies will be reviewed and supplemented promptly, contributing to increasing income and improving the lives of teachers.

To make the benefits really come to life

In the draft Resolution on special mechanisms for education development, teachers are expected to receive a special salary coefficient in addition to the salary and allowance regimes that teachers are currently receiving. Specifically, the draft Decree stipulates that "Teachers are entitled to preferential allowances according to their profession, seniority allowances for teachers and other allowances according to the provisions of law. The beneficiaries of allowances, the level of allowances, and the method of calculating allowances shall comply with the provisions of law and the provisions of this Decree".

Implementing the roadmap and resources to implement the increase in vocational allowances, specifying the provisions in Resolution 71-NQ/TW, the Ministry of Education and Training is developing a Decree regulating the preferential allowance regime according to the profession for civil servants and employees working in public educational institutions. In particular, it is proposed to implement the increase in vocational allowances according to the roadmap, including two phases.

In phase 1 from 2026 to 2030, the Ministry proposed to supplement allowances for school staff by 20%; increase 15% for teachers at all levels of preschool and general education, and increase 5% of preferential allowances for teachers and lecturers at universities and vocational training institutions.

Phase 2 from 2031 onwards, the implementation of preferential allowances according to profession for preschool and general education teachers will be applied according to the provisions of Resolution No. 71-NQ/TW.

Regarding the roadmap, Minister of Education and Training Nguyen Kim Son said that the Ministry of Education and Training is coordinating with the Ministry of Home Affairs and the Ministry of Finance to develop a Government Decree, expected to be submitted to the Government for approval in 2025, to ensure progress, taking effect at the same time as the Law on Teachers. Regarding resources for implementation, the State budget will be arranged in the annual plan. The Ministry of Education and Training hopes that localities will be proactive in balancing and prioritizing the budget for education, so that the policy can truly come into life, contributing to improving life, creating motivation for teachers to feel secure in their work, sticking with the profession for a long time, thereby improving the quality of education and spreading the humanistic values ​​of Resolution 71.

Minister Nguyen Kim Son affirmed that, in addition to salary and allowance regimes, teachers also enjoy support, attraction and promotion policies, including: Subsidies according to the nature of work and by region; training and fostering support regimes; periodic health care support regimes, occupational health care; being arranged for public housing or collective housing or house rental support when working in particularly difficult areas. At the same time, there are policies to attract and promote highly qualified, talented, specially gifted, highly skilled people... to work in particularly difficult areas; teachers in a number of key and essential fields... These regimes and policies will be specified in documents guiding the implementation of the Law on Teachers, expected to take effect from January 1, 2026.

“The above policies, together with regulations on professional standards, appointment of teacher titles, recruitment, employment, honoring and rewarding teachers... will be comprehensive solutions to help teachers feel secure in their work, focus on professional activities, and create motivation for teachers to improve their capacity and develop their careers,” Minister Nguyen Kim Son emphasized.

Delegate Lam Van Doan, Vice Chairman of the National Assembly's Committee on Culture and Society: Having a breakthrough policy on salaries for teachers and staff in the education sector is a key factor in retaining high-quality human resources. In recent times, the Party and the State have issued many "special, breakthrough" salary mechanisms, so the design of new allowances needs to be placed in the overall salary reform according to Resolution 27, avoiding the situation of eliminating many old allowances, creating new overlapping allowances that are difficult to implement.
Delegate Hoang Van Cuong, National Assembly Delegation of Hanoi: We need to give teachers higher and more worthy treatment. I watched a documentary about a teacher in a mountainous area who sacrificed her personal life to provide meals for her students. Such cases need to be recognized and compensated for in a real way, not just by honoring and rewarding them. The ultimate beneficiaries of preferential policies are not only teachers, but also students and parents when the quality of teaching and learning is improved.
Delegate Nguyen Thi Viet Nga, National Assembly Delegation of Hai Phong City: The teaching staff, especially preschool teachers, in remote areas, and ethnic minority areas, are facing a serious shortage. The current income level no longer meets the minimum living standards. In addition, it is impossible to expect "fundamental and comprehensive reform of education" without starting with proper investment and treatment for the teaching staff. The Law on Teachers has established the special position of teachers, assigning ministries, branches and localities to regulate the highest salary level for teachers. This is a policy that has been decided by the National Assembly and will soon be implemented by Government agencies.
