Briefly presenting the Government's Submission, Deputy Prime Minister Ho Duc Phoc stated that the draft Resolution was developed to effectively implement Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on international integration in the new situation, improving the quality, efficiency, synchronization, comprehensiveness and breadth of international integration work.
Remove, research, handle difficulties, create favorable conditions and breakthroughs to maximize the use of external resources and favorable conditions to build an independent, autonomous, self-reliant, self-reliant, fast-growing and sustainable economy ; contribute directly and effectively to the implementation of the country's strategic development tasks by 2030 and 2045.

According to the Government's Submission, the draft Resolution focuses on three major policy groups. Specifically, the policy of strengthening and deepening relations with partners, especially neighboring countries, major countries, other important partners and traditional friends, continuing to promote and raise the level of multilateral diplomacy. The policy of promoting training, improving the quality and appropriate quantity of staff working in foreign affairs and international integration at the central and local levels. The policy of promoting the central role, subject, driving force and main force of enterprises in international integration.
In particular, to strengthen and deepen relations with partners, the draft Resolution stipulates the application of a mechanism to handle difficulties and obstacles in implementing cooperation projects with foreign partners of key and strategic nature (Article 8). Apply incentives and support for international organizations, special delegations and foreign non-governmental organizations present in Vietnam (clauses 1, 2, 3, Article 7), stipulate incentives and support on taxes, fees, and headquarters in Vietnam for these partners. Allow the People's Committees at the provincial level to establish representative offices abroad in a number of key areas, in accordance with the international cooperation requirements of local authorities (Article 15)....

To promote the role of enterprises, the draft Resolution stipulates the establishment of the International Integration Enterprise Development Fund - a private fund that does not use the State budget; and the establishment of the Industry Export Promotion Fund (Article 13). According to the draft Resolution, the State budget will be used through allocating a portion of additional import tax from the application of trade defense measures to support industry associations in participating in trade defense lawsuits abroad (Article 14).
Regarding the budget for implementing the Resolution, including the state budget and other legally mobilized funding sources, the Government estimates the annual impact of implementing the Resolution to be about 990 billion VND. Monthly support for the force working in foreign affairs and international integration is about 323 billion VND. Training and fostering costs for officials working in foreign affairs and international integration are about 667 billion VND.
More specific impact assessment with specific mechanisms
Reporting on the summary of the review of the draft Resolution, Chairman of the National Defense, Security and Foreign Affairs Committee, Senior Lieutenant General Le Tan Toi, said that the Committee agreed with the necessity of drafting the Resolution to institutionalize the Party's guidelines and policies, the State's policies on foreign affairs and international integration in the new situation, in the spirit of Resolution No. 59-NQ/TW of the Politburo. The Committee also found that the Draft Resolution dossier ensured the provisions of the Law on Promulgation of Legal Documents on dossiers sent for review according to shortened procedures and order; and was qualified to be submitted to the National Assembly for consideration and comments.

Because the draft proposes many policies that are specific and beyond the framework, and are related to many specialized legal documents, including a number of laws that are being amended and considered for approval at the 10th Session. Therefore, some opinions in the Committee on National Defense, Security and Foreign Affairs suggested continuing to carefully review to avoid overlaps and conflicts with current legal documents; there needs to be a more specific impact assessment of specific mechanisms that go beyond the framework.
Regarding the handling of difficulties and obstacles in implementing cooperation projects with foreign partners of key and strategic nature: Some opinions said that the policy for handling difficulties and obstacles must be directed towards the root cause, especially obstacles in conflicts in the application of the law, not towards specific projects; It is proposed to clearly stipulate the criteria for determining "key and strategic projects" and to supplement the reporting mechanism to the National Assembly Standing Committee and the supervision mechanism of the National Assembly agencies.

The Committee on National Defense, Security and Foreign Affairs agrees with the policy of supporting businesses to overcome difficulties and obstacles in doing business abroad, and recommends ensuring consistency and uniformity in the application of tax laws and policies, and in the establishment and use of the Fund.
Regarding the establishment of local representative offices abroad, some opinions said that the establishment of local representative offices abroad does not have sufficient legal basis and is not consistent with the spirit of Resolution No. 18-NQ/TW of the 6th Conference of the 12th Party Central Committee on a number of issues on continuing to innovate and streamline the political system's apparatus to operate effectively and efficiently. At the same time, it is recommended to consider solutions to apply science and technology, establish "Virtual Offices", information channels, and effective connection networks; ensure consistency in foreign affairs activities, avoid overlaps and duplication in functions, tasks, or the emergence of apparatus, budget, and resources.
