At the First Law-Building Forum taking place this morning, November 22, Vice Chairman of the Committee for Law and Justice Ngo Trung Thanh said that innovation in thinking is a consistent policy of our Party in leading the country's revolution. Historical practice has shown that each major development step of the country is associated with innovation in thinking.
In the current context of the country's need for rapid and sustainable development, the Vice Chairman of the Committee on Law and Justice said that innovation in thinking, especially innovation in thinking in building and perfecting laws, is extremely strong and urgent.

In particular, a milestone marking a huge change in the innovation of thinking in law-making was the speech of General Secretary To Lam at the Opening Session of the Eighth Session of the 15th National Assembly. According to the Vice Chairman of the Committee on Law and Justice, since the Eighth Session up to now, with the implementation of innovative thinking on law-making, the results achieved have been enormous, reflected in the large number of laws considered and passed by the National Assembly and the quality guaranteed, meeting the requirements of removing bottlenecks, clearing resources, and creating for development.
"In particular, a highlight is the speed of institutionalizing the Party's policies into legal regulations. As we know, only 14 days after Resolution 68 on private economic development was issued by the Politburo, the National Assembly considered and approved Resolution 198 on breakthrough policies for private economic development," the Deputy Chairman of the Committee on Law and Justice gave an example.
The heads of ministries must "roll around" and be passionate about law-making work.
From the results, Vice Chairman of the Committee on Law and Justice Ngo Trung Thanh also pointed out that it is necessary to continue clarifying the content and requirements of innovative thinking on law-making.
"There is a view that innovation in thinking about law-making, especially in basic legislative work, is to transform and build laws in a way that the law regulates general issues of principle. But is that all correct?"
Answering the above question, the Vice Chairman of the Committee on Law and Justice said, "transforming and innovating the thinking of law-making is a very comprehensive and huge story, a very large category".

Considering that, in the opening speech of the National Assembly Chairman and the general introduction speech of the Forum by the Chairman of the Committee on Law and Justice, many contents related to innovation in thinking about law-making were mentioned, the Vice Chairman of the Committee on Law and Justice also suggested that it is necessary to continue to discuss and clarify the contents and requirements for innovation in thinking about law-making to implement more effectively.
The Vice Chairman of the Committee on Law and Justice suggested that, first of all, there must be full awareness and unity between thinking and action about the role of legal institutions. This is the most important issue.
We always identify the legal system as one of the three pillars of development. The draft document of the 14th National Congress raises the issue of making the legal system a competitive advantage and a driving force for the country's development. "In terms of thinking and perception, we are united like that, but in terms of action, we must also reconsider, thoroughly grasp and fully and seriously implement the unity."
Specifically, the heads of agencies, especially drafting agencies, need to be directly responsible for and "work hard" with the work of building and perfecting institutions. Because building institutions is to achieve the goal of effective management, to create development for the industry. This is the most important issue of the industry.

"Thus, the heads and leaders must grapple with this and be passionate about it. We must unify thinking and action so that we can effectively innovate thinking about law-making," the Vice Chairman of the Committee on Law and Justice emphasized.
Along with that is the timely and complete institutionalization of the Party's policies and guidelines, especially speeding up the institutionalization of the Party's policies into laws.
Another issue in innovation in thinking about law-making is that people and businesses must be at the center, and the law must go first to pave the way and create development.

Through practical work, the Vice Chairman of the Committee on Law and Justice said that there are agencies and officials who believe that legal regulations are constructive and pave the way for development, but they are simply regulations of an encouraging and promoting nature, regulations related to tax reduction and exemption, land use fee reduction, contractor appointment, etc.
"So have these regulations completely created for development? Creating for development is much broader." Expressing this point of view, the Vice Chairman of the Committee on Law and Justice said that the nature of creating development is shown in: having to promote decentralization, implementing the transformation of thinking from "if you can't manage, then ban" to open thinking to create for development, to create flexible mechanisms, create experimental mechanisms, the law must go ahead to pave the way for new areas of development.
