In his opening speech, Deputy Minister of Science and Technology Bui The Duy emphasized that the training course aims to implement the Party, Government and Prime Minister's policy on maximum decentralization and delegation of power, bringing public services closer to the people, contributing to streamlining the apparatus and improving the effectiveness and efficiency of state management.
According to the Deputy Minister, the process of restructuring the apparatus and merging management agencies in some localities has significantly expanded the scope of work of the Departments. Many leaders and officials have to take on new fields and have not had enough time to adapt and improve their skills.
Expanding the scope of decentralization and delegation of power means that more authority is transferred to the grassroots level, even directly to commune-level officials, requiring the professional capacity of the staff to become more urgent than ever.
103 decentralized tasks and drastic support solutions
To address this challenge, the Ministry of Science and Technology has decentralized a total of 103 tasks to localities, of which 96 tasks have been decentralized and delegated, and 7 tasks have assigned authority to local authorities.
The Ministry of Science and Technology determines that by all means it must ensure that by 2025, department and commune-level officials can implement all decentralization and delegation contents.
Support solutions that have been deployed include:
1. Professional manual: The Ministry has compiled a set of nearly 300 pages of guidance documents. Each administrative procedure or content of decentralization and delegation of authority is built into a very concise, easy-to-reference guidance document, considered a "professional manual" for grassroots cadres.
2. In-depth training: The Ministry has organized a training conference for nearly a week for all Department Directors. The conference on November 13 is the next step, designed in detail, going into the procedures and contents that generate many records and have many difficulties and problems.
The spirit of "Hand-holding and showing the way" and "Only discussing how to do it, not backtracking"
Deputy Minister Bui The Duy said that after the conference, the Ministry of Science and Technology will continue to send officials from the Departments and Divisions directly to some localities (Departments of Science and Technology, commune level). The goal of this activity is to assess whether local working conditions (databases, reference documents, information) meet the requirements for handling technical and complicated procedures like when working at the Ministry, and to directly guide local officials to "try and learn" to quickly master the professional process.
The Ministry of Science and Technology also maintains a regular support mechanism, requiring Departments and Offices to organize monthly and quarterly online conferences to resolve difficulties and problems during the implementation process.
The Deputy Minister affirmed that the spirit of the Ministry is to accompany and support to the end. The Deputy Minister asked the Department Directors and Division Directors to consider the trainees as "new employees" to guide, to "stand side by side with the locality" and ensure the spirit of "only discussing how to do it, not backing down".
The training conference took place all day on November 13. In the morning, delegates listened to an overview report on decentralization and delegation of authority in areas under the management authority of the Ministry of Science and Technology, including: quality measurement standards, intellectual property, nuclear radiation safety, radio frequencies, post and telecommunications. In the afternoon, the conference spent time exchanging, discussing and answering specific issues arising at the grassroots level, helping officials at all levels grasp the process and be ready to implement it in practice...
