Speaking at the conference, Mr. Ly Hong Huan, Deputy Director of the Department of Justice of Tay Ninh province, emphasized the role and significance of grassroots mediation in current social life. According to the latest statistics, Tay Ninh province has a total of 1,539 mediation teams and 9,654 grassroots mediators. From July 1, 2023 to June 30, 2025, these mediation teams mediated 2,990 cases, of which 2,825 were successfully resolved, accounting for 94.42%.
With a high sense of responsibility, mediators throughout the province have mediated many conflicts and disputes within the community, thereby promptly resolving disagreements in villages and hamlets, preventing violations of the law; ensuring political security and social order in the locality, preserving neighborly relations, strengthening solidarity among the people; helping to minimize cases that have to go to court, saving time and money for state agencies and citizens.
However, grassroots mediation work in the province still faces some difficulties such as: State management is sometimes inconsistent and disjointed due to changes in the commune-level judicial staff resulting from commune mergers; access to legal information is still difficult in some ethnic minority areas and border regions; mediation skills and legal knowledge of mediators still have certain limitations….
In Tan Tap commune, there are 17 mediation teams with 108 mediators. The average annual success rate of mediation in Tan Tap commune is still not high compared to the average success rate of the entire province. Therefore, in implementing Decision No. 315/QD-TTg of the Prime Minister approving the Project "Improving the capacity of grassroots mediators in the period 2024-2030", Tay Ninh province has selected Tan Tap commune and Long Thuan commune as two pilot commune-level units of the Central Government to improve legal knowledge and mediation skills for grassroots mediators, thereby creating positive changes in grassroots mediation work and increasing the success rate of mediation in the future.

Listen to some grassroots mediation skills such as the process of conducting a grassroots mediation session, skills in preparing and organizing a grassroots mediation session; skills in recording mediation, how to draft minutes of successful and unsuccessful mediation, the process of recognizing successful mediation results outside of court; things that mediators need to pay attention to during the mediation process and monitor the implementation of the mediation agreement by the parties.
Many practical issues arising from grassroots mediation in civil matters, inheritance, marriage and family, compensation for damages caused by livestock, etc., have been resolved, helping mediators gain deeper legal knowledge and a better understanding of the causes of conflicts and disputes in life, thereby developing solutions and skills for successful mediation.
