Attending the conference at the provincial bridge point were comrades Nguyen Van Cong, Vice Chairman of the Provincial People's Committee, together with leaders of the Department of Agriculture and Environment, relevant departments and branches; representatives of the People's Committees of communes, wards, special zones and relevant agencies and units attended at the bridge point of the commune-level People's Committee headquarters.

Also at the conference, delegates were able to discuss, guide and answer proposals, recommendations and new issues arising in the locality when implementing decentralization, delegation and determination of authority in the fields of agriculture and environment.
Speaking at the conference, Deputy Minister of Agriculture and Environment Le Minh Ngan emphasized: This is a conference of special importance to fully disseminate and unify the content of legal regulations on decentralization, delegation, and division of authority in the entire agriculture and environment sector as well as to help localities clearly understand the content of the new decrees. The principles in decentralization, delegation, and division of authority in the agriculture and environment sector are in the direction of clearly distinguishing between the central government's policy-making and strategic planning functions and the locality's right to perform specific tasks; synchronizing with related management areas to ensure consistency in the legal system; ensuring feasibility, enforcement, avoiding formality; clearly defining the authority between the People's Committee and the Chairman of the People's Committee at all levels in the direction of shifting from general authority to specific authority for the implementation of administrative procedures. At the same time, this is an opportunity for localities to discuss difficulties in the implementation process to ensure the decree comes into life.
Deputy Minister of Agriculture and Environment Le Minh Ngan directed the specialized units under the Ministry to respond to proposals and recommendations on the agriculture and environment sector that localities had previously sent to the Ministry. Proposals on policies and mechanisms that have not yet been issued will be received, recorded, and studied by the Ministry for consultation and development during the policy-making process. Proposals and recommendations have been clarified in current legal regulations and must be strictly implemented in accordance with regulations. He also noted that with recommendations on difficulties arising during the implementation process, specialized units under the Ministry must provide specific guidance and answers to localities to jointly resolve them, ensuring that policies are implemented in accordance with regulations and effectively, best serving people and businesses.
