Focus on overcoming shortcomings, determined to remove the IUU "yellow card"

On the afternoon of October 15, Comrade Lai Van Hoan, Vice Chairman of the Provincial People's Committee, Head of the Provincial Steering Committee on combating illegal, unreported and unregulated (IUU) fishing, chaired a meeting with coastal communes to assess the existing problems, limitations and deploy a number of tasks to combat IUU fishing in the province.

In recent times, all levels, sectors, localities and fishermen in the province have made great efforts and determination in implementing tasks and solutions to combat IUU fishing; overcoming shortcomings and limitations according to the recommendations of the European Commission (EC) Inspection Team. According to the report of the Department of Agriculture and Environment, by October 13, 2025, the number of violations against IUU fishing decreased by 10 cases compared to the same period in 2024; no fishing vessels lost connection to the sea voyage monitoring device (VMS) for more than 10 days, no fishing vessels violated the permitted boundaries at sea, fishing vessels lost connection for more than 6 hours at sea, a decrease of 217 cases compared to the same period in 2024. From January 1, 2024 to October 13, 2025, there were 2,092 departures and 1,927 arrivals on the electronic tracking system (eCDT). The province is implementing the project of dredging the channel to the fishing port, the port area and some works at Tan Son fishing port to soon submit to the competent authority to announce the opening of a type II fishing port according to regulations.

At the meeting, delegates discussed and clarified a number of shortcomings and limitations in implementing targets and tasks to combat IUU fishing, which are still low.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Lai Van Hoan requested the communes to review all fishing vessels that have lost connection to VMS since the beginning of 2024, and take full responsibility for fishing vessels that have closed their records without handling administrative violations. At the same time, make a list of all fishing vessels that are not qualified to operate in each village; proactively coordinate with the province's functional agencies to strengthen inspection and supervision, promptly detect and strictly handle violations. For the Management Board of Construction Investment Project No. 2, it is necessary to speed up the dredging progress of the channel to the fishing port, the port area and some works on Tan Son fishing port, ensuring the set progress. The Vice Chairman of the Provincial People's Committee assigned the Department of Agriculture and Environment to advise the Provincial People's Committee to issue a plan to implement the work of preventing and combating IUU fishing in the period of 2026-2030. From now until December, we will focus on implementing the fight against IUU fishing according to the Prime Minister 's direction; closely coordinate with departments and branches to strengthen inspection and strictly handle violations.
