Increasing investment in the primary health care system

Regarding the group of goals related to the grassroots health system, delegate Tran Thi Nhi Ha (Hanoi Delegation) said that the draft Resolution sets the target of "the rate of communes, wards, and special zones meeting the National Criteria on Commune Health is 90% by 2030 and 95% by 2035". This is a high standard compared to the general standards of countries with the same income level.
The national criteria for commune health in Vietnam issued by the Ministry of Health also approaches the issue of commune health criteria more broadly, not only regulating the conditions for health stations. Currently, many provinces and cities with large local budgets have completed this target, even Hanoi and Ho Chi Minh City have reached over 95%, while many localities are only at 70, 80%.
In addition, the draft Resolution sets the target: "The rate of commune, ward and special zone health stations nationwide implementing prevention, management and treatment of a number of non-communicable diseases in full accordance with the guided process will reach 100% by 2030 and be maintained until 2035".

The Hanoi delegation said that the World Health Organization has identified the management of non-communicable diseases at the grassroots level as the most important capacity in the health system. The target in the draft Resolution is very high, exceeding the average in the region and countries with similar average incomes. Therefore, the successful implementation of this target requires a very systematic investment of resources and policies to ensure human resources at the commune level.
“I recommend that the entire draft document must be urgently completed, including fundamental analysis and clear quantification of each indicator. Absolutely avoid the situation where after promulgation, regulations and assessment scales must be adjusted just to achieve the proposed figures,” delegate Tran Thi Nhi Ha suggested.
Focus on science - technology, innovation

Regarding the national target program on modernization and improving training quality in the 2026-2035 period, delegate Nguyen Thi Lan (Hanoi Delegation) was interested in groups of recommendations focusing on science - technology, innovation and human resources for agriculture - areas that play a strategic role in the coming period.
According to the delegate, regarding Article 1 of the draft Resolution, the content related to higher education has set very high goals such as developing a modern university system, with schools in the top of the region and the world. However, the draft only stops at "positioning goals", there is no mechanism for schools to truly become the driving force of science - technology and innovation.
From the practice and experience of countries around the world, delegates proposed to add some new points including: Piloting an autonomous mechanism according to the sandbox model for key universities (strongly implementing autonomy in safety control); forming a national research and innovation center located at the university, with a flexible financial mechanism and connecting with businesses. At the same time, increase the proportion of spending on research, not just focusing on infrastructure investment. Along with that, issue the "research university" standard to orient focused investment.
Regarding the budget allocation issue, the total budget is about 580 billion VND, phase 1 is about 174 billion VND, phase 2 is more than 400 billion VND, the delegate asked the drafting agency to clarify why the budget investment is so unbalanced, is it necessary to rebalance the budget between the 2 phases?
“The above recommendations are all aimed at helping the Resolution not only overcome current limitations, but also create a strategic foundation for the next 10-20 years. That is, developing science and technology, innovation, improving the quality of university education, and bringing Vietnamese agriculture into a knowledge-based growth phase,” delegate Nguyen Thi Lan suggested.

Meanwhile, delegate Nguyen Anh Tri (Hanoi Delegation) highly appreciated the significance and purpose of the national target program to modernize and improve the quality of education and training in the 2026-2035 period that the Government built with a budget of about VND580 trillion.
Discussing each specific content, delegates emphasized the need to ensure the right to work, the right to teach, and not be threatened while practicing their profession. Delegates also expressed concern about the increasing school violence in many localities, causing public concern and affecting the reputation and honor of teachers.

Delegate Nguyen Anh Tri also emphasized the need to ensure the current educational staffing levels in localities. According to the delegate, through a survey during the recent merger, many localities reduced their staffing levels by 10% but "targeted" contract teachers and medical staff. The delegate recommended that the Ministry of Education and Training compile statistics and report to the Government and the Central Government; if the percentage is low, create conditions for teachers to return to teaching; if it is high, consult with the competent authorities to resolve this situation.
