Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 111/CD-TTg dated July 17, 2025 requesting ministries, branches and localities to focus on removing difficulties and obstacles in implementing administrative procedures and digital transformation in the initial phase of operating the 2-level local government organization model.

Focus on removing difficulties in implementing administrative procedures and digital transformation in the initial phase of operating the 2-level local government model.

In recent times, ministries, ministerial-level agencies, People's Committees of provinces and centrally-run cities have made great efforts in implementing the Conclusion of the Politburo , the Secretariat, General Secretary To Lam, the Resolution of the National Assembly, the National Assembly Standing Committee, the Government and the Prime Minister on the arrangement of administrative units and the implementation of the two-level local government organization model.

However, through monitoring by the Ministry of Public Security, the Ministry of Science and Technology, the Government Office and the Report of the Central Steering Committee on Science, Technology Development, Innovation and Digital Transformation, from July 1 to July 15, 2025, there are still many difficulties and problems arising in the implementation of administrative procedures (TTHC), digital transformation, affecting the operation of the entire new system, focusing on 4 main groups of problems: (1) Technical infrastructure is still lacking, weak, and quality is not guaranteed; (2) The information system is still unstable, there are cases of frequent errors, slowness, freezing, and data lack of connection, sharing, synchronization, and interconnection; (3) Institutions, processes and human resources are still lacking or slow to be revised and improved; (4) Support, guidance and propaganda work is still not effective and practical. There is a situation of "brokers doing paperwork" in some localities and additional administrative procedures are created that are not in accordance with the provisions of legal documents.

In order to promptly remove difficulties, obstacles, and bottlenecks in the initial phase of operating the 2-level local government organization model, ensuring smooth, effective, and uninterrupted implementation in accordance with the direction of the Conclusion of the Politburo, the Secretariat, General Secretary To Lam , and the Government, the Prime Minister requests Ministers, Heads of ministerial-level agencies, and Chairmen of People's Committees of provinces and centrally run cities to immediately focus on completing a number of specific tasks as follows:

I. ABOUT INFORMATION AND DATA SYSTEMS

1. The Minister of Public Security directs:

a) Ensure the performance of the VneID system to operate stably and smoothly 24/7 to serve electronic identification and authentication for officials, civil servants, people and businesses in the process of implementing online public services and public services; review and promptly fix technical errors in the implementation of 02 groups of electronic public services (Birth registration, permanent residence registration, health insurance card issuance for children under 6 years old; Death registration, permanent residence cancellation, burial and death benefits settlement), ensure smooth, effective and uninterrupted implementation, completed before July 20, 2025.

b) Review and promptly fix any shortcomings in the Systems providing public services such as issuing criminal records, changing driver's licenses, and registering vehicles, ensuring smooth and uninterrupted service. To be completed before July 20, 2025.

c) Mobilize forces and coordinate with the People's Committees of provinces and centrally-run cities to review and complete the issuance of seals to agencies and units after administrative unit rearrangement before July 20, 2025, ensuring that there is no impact or interruption to the implementation of public service activities and the settlement of administrative procedures for people and businesses.

d) Preside over and coordinate with advisory agencies to submit to competent authorities for promulgation of the overall National Data Architecture, Data Governance and Management Framework and Shared Data Dictionary. To be completed by August 2025.

d) Coordinate with the Ministry of Science and Technology and relevant agencies to review, research, develop and submit to competent authorities for promulgation of Regulations on mandatory connection and data sharing between agencies in the political system, which clearly define the list of data to be shared, technical standards for connection and responsibilities of each agency. To be completed by August 2025.

e) Submit to the Government for promulgation a Resolution on promoting data creation to serve comprehensive digital transformation, to be completed in July 2025, and a Directive of the Prime Minister on promoting the implementation of technological solutions to serve people and businesses associated with population data, identification and authentication, to be completed in August 2025.

2. The Minister of Justice shall preside over and coordinate with the Ministry of Public Security and units to develop a system to completely handle software errors, ensure data updating and synchronization, provide public services in the field of civil status, meet the information exploitation requirements of agencies and civil servants at the commune level on the shared electronic civil status registration and management system, to be completed before July 20, 2025; complete the synchronization of the Civil Status Database, ensuring "correctness, completeness, cleanliness, liveness, consistency, and shared use" as required in Plan No. 02-KH/BCĐTW dated June 19, 2025 of the Central Steering Committee on science, technology development, innovation and national digital transformation (hereinafter referred to as Plan No. 02-KH/BCĐTW).

3. The Minister of Finance is responsible for:

a) Preside over and coordinate with relevant agencies to review and promptly correct errors in the Tax, Business Registration, and Household Business Systems to ensure smooth and effective implementation, avoiding impacts on production and business activities, and the legitimate rights and interests of people and businesses. To be completed before July 20, 2025.

b) Review and promptly fix errors arising in the National Single Window Portal, ensuring the smooth, efficient and unobstructed implementation of administrative procedures on import and export. To be completed in July 2025.

c) Guide ministries, branches and localities to clearly identify items using the state budget and items implemented in the form of public-private partnership according to Decree No. 180/2025/ND-CP dated July 1, 2025 of the Government to have solutions to mobilize corporations and enterprises to accompany ministries and branches in building national databases and specialized databases; guide localities in investing and purchasing machinery, equipment and facilities in a timely manner to serve the operation of the 2-level local government organization model. To be completed in July 2025.

4. Ministers of the following ministries: Agriculture and Environment, Home Affairs, Finance, Construction, Industry and Trade, Health

Urgently review and adjust the Systems that are providing centralized public services (such as: granting construction permits; granting business licenses for alcohol, beer, tobacco; practicing medicine, people with meritorious services, etc.) managed by the Ministry to be consistent with the 2-level local government organization model. To be completed in July 2025.

5. The Minister of Foreign Affairs shall guide and organize the introduction of sample seals, signatures, and titles of the People's Committees at the commune level after arranging administrative units to serve consular certification and consular legalization, ensuring smooth implementation of consular legalization procedures for the people. To be completed no later than July 20, 2025.

6. The Minister and Head of the Government Office shall preside over and coordinate with the Ministry of Public Security and the system development unit to review, evaluate, and ensure the infrastructure and software functions of the National Public Service Portal to meet the increasing access requirements and facilitate people and businesses to perform online public services. To be completed in July 2025.

7. Ministers of Ministries, Heads of ministerial-level agencies

a) Focus on building national databases and specialized databases.

b) Connect and share data of the National Database and Specialized Database with the National Public Service Portal and the Provincial Administrative Procedures Information System to serve the settlement of administrative procedures and provide public services.

Completed in July 2025 for databases that have been put into operation and according to the roadmap in Plan No. 02-KH/BCĐTW, Notice No. 35-TB/TGV dated July 11, 2025 of the Central Steering Committee's Working Group and Resolution No. 71/NQ-CP dated April 1, 2025 of the Government for the remaining databases.

8. The Chairman of the People's Committee of provinces and centrally-run cities is responsible for:

a) Work with the system development unit to review, upgrade, and optimize the provincial-level administrative procedure settlement information system, ensuring stable and smooth operation 24/7. To be completed in July 2025.

b) Review and complete the configuration of electronic procedures for administrative procedures on the provincial administrative procedure settlement information system to comply with new regulations. To be completed before July 25, 2025.

c) Review and complete the migration and consolidation of data to the shared specialized information system managed by the province after the merger. To be completed in August 2025.

II. ABOUT TECHNICAL INFRASTRUCTURE

1. The Minister of Science and Technology shall preside over and coordinate with relevant ministries, branches, localities and telecommunications enterprises to urgently deploy solutions to upgrade high-speed bandwidth, especially at administrative procedure settlement points, ensuring smooth connection from the central to commune levels; eliminate signal dips according to the tasks and roadmap assigned in Plan No. 02-KH/BCĐTW.

2. The Minister of Industry and Trade shall preside over and coordinate with relevant agencies, localities and Vietnam Electricity Group (EVN) to develop a plan to ensure a stable power supply for commune-level administrative offices, especially in remote, border and island areas according to the assigned tasks in Plan No. 02-KH/BCĐTW.

3. The Chairman of the People's Committee of provinces and centrally-run cities is responsible for:

a) Based on the quantity and actual situation of receiving and handling administrative procedures at the local level, review and arrange adequate facilities and appropriate equipment for the commune level, ensuring efficiency, avoiding waste, improving service quality and professionalism of the Public Administration Service Center.

b) Review and arrange the budget according to the assigned tasks in Plan No. 02-KH/BCĐTW to invest in and upgrade essential equipment for commune-level Public Administration Service Centers, especially newly merged communes or disadvantaged areas.

III. ON HUMAN RESOURCES, PROCESSES AND MANAGEMENT

1. The Head of the Government Cipher Committee shall preside over and closely coordinate with localities to maximize the speed of issuing new, renewing, and changing information on official digital signatures for individuals and organizations, and thoroughly resolve them to meet the needs of handling administrative procedures and handling work at all levels of government. To be completed in July 2025.

2. Ministers of Ministries and ministerial-level agencies are responsible for:

a) Urgently review and issue detailed, nationwide guidance documents on new business processes after administrative unit rearrangement. To be completed by July 2025.

b) Review, standardize, announce amendments and supplements to the fee and charge levels for performing administrative procedures according to new regulations from July 1, 2025 (if any), as a basis for localities to update, publicize and organize the implementation of administrative procedures, to be completed before July 20, 2025; regularly review, publicize and update, fully, promptly and accurately publicize administrative procedures on the National Database on Administrative Procedures according to the provisions of newly issued legal documents.

c) Coordinate with the People's Committees of provinces and centrally-run cities to provide training and professional guidance to local officials, civil servants, and public employees, especially on newly decentralized administrative procedures and tasks, with authority assigned, to be completed by July 2025.

3. The Minister of Home Affairs shall preside over and coordinate with ministries, branches and localities to review and assess the current situation and have a plan to coordinate and supplement appropriate human resources for the commune level to ensure the implementation of assigned tasks according to Plan No. 02-KH/BCĐTW.

4. The Minister of Finance shall preside over and coordinate with relevant agencies to issue unified instructions on the process of collecting fees and charges online and using electronic receipts. To be completed by July 2025.

5. The Chairman of the People's Committee of provinces and centrally-run cities is responsible for:

a) Review and complete regulations and rules on management and operation of shared information systems of provinces and cities in accordance with the arrangement of administrative units and implementation of the 2-level local government organization model. To be completed in August 2025.

b) Review and arrange sufficient human resources for communes and wards in accordance with the scale and number of records received and resolved, especially for newly decentralized administrative tasks and procedures with assigned authority or with a large number of records such as land, household registration, construction, etc.; have solutions to increase support from provincial-level officials and civil servants for communes, ensuring effective implementation of tasks and administrative procedures, avoiding overload and congestion.

c) Review, research, and arrange points for receiving and returning administrative procedure results of the Commune-level Public Administration Service Center in accordance with geographical conditions, population management, scale, number of administrative procedure records, etc. according to the provisions of Decree No. 118/2025/ND-CP, creating favorable conditions for people to access and perform administrative procedures; organize the implementation of non-administrative administrative procedures within the provincial level.

d) Direct affiliated agencies and units to establish and register collection accounts to serve the payment of fees and charges in the implementation of administrative procedures and public services. To be completed in July 2025.

IV. ON SUPPORT AND PROPAGANDA WORK

1. The Minister of Science and Technology, relevant ministries and branches shall coordinate with localities to organize training courses on digital skills, operating new information systems and operations for commune-level officials, meeting the requirements of the two-level local government model.

2. The Minister of Public Security coordinates with localities to continue promoting the campaign to issue and guide the activation and use of level 2 VNeID application accounts for people and businesses.

3. Ministers of Ministries and Heads of ministerial-level agencies shall direct the inspection, guidance and practical support work in localities to promptly remove difficulties, obstacles and bottlenecks, ensuring the effective and smooth operation of the two-level local government. Complete and report to the Prime Minister before August 15, 2025.

4. The Minister of Science and Technology shall preside over and coordinate with the Ministry of Public Security, relevant agencies, and IT Corporations, General Corporations, and enterprises to urgently develop a toolkit to measure the effectiveness of implementing Plan No. 02-KH/BCĐTW in ministries, branches, and localities. To be completed in August 2025.

5. The Chairman of the People's Committee of provinces and centrally-run cities is responsible for:

a) Inspect and rectify the occurrence of "paper brokers" at provincial and commune-level Public Administration Service Centers; rectify and strictly handle cadres, civil servants and public employees who request additional administrative procedures and documents beyond the regulations, especially the requirement to have a VNeID when submitting documents directly and the requirement to confirm or commit to the match between the new administrative area information and the old information according to the documents issued by state agencies.

b) Coordinate with ministries and ministerial-level agencies to organize training, provide guidance on expertise, skills, and skills in receiving and handling administrative procedures for commune-level officials, especially newly decentralized administrative procedures, assigned authority, and administrative procedures with a large number of records; strengthen training, fostering, and capacity building for commune-level officials, ensuring sufficient conditions to effectively perform assigned tasks.

c) Improve the operational efficiency of "Community Digital Technology Teams" according to the direction in Plan No. 02-KH/BCĐTW, implement "hand-holding" and support people at the grassroots level; increase the application of virtual assistants using artificial intelligence, communication, guidance, and support for people and businesses in performing administrative procedures and public services.

V. IMPLEMENTATION ORGANIZATION

1. Assign Ministers of Ministries, Heads of ministerial-level agencies, Chairmen of People's Committees of provinces and centrally-run cities to be responsible to the Government and the Prime Minister for the implementation of tasks and solutions to remove difficulties, obstacles, and bottlenecks in the implementation of administrative procedures, digital transformation when arranging administrative units and operating the 2-level local government organization model, ensuring efficiency, smoothness, and no interruptions.

2. The Government Office, according to its assigned functions and tasks, shall monitor and urge the implementation of the above-mentioned tasks; promptly synthesize and report to the Prime Minister on issues beyond its authority.

This is a very important and urgent task that needs to be urgently focused on. The Prime Minister requested that the Ministers, Heads of ministerial-level agencies, Secretaries of Provincial and Municipal Party Committees, Chairmen of People's Committees of provinces and centrally-run cities take time to pay attention to, lead and direct their affiliated agencies and units to complete the above tasks, ensuring that digital transformation and the handling of administrative procedures and public services for people and businesses are smooth, effective and uninterrupted when operating the 2-level local government model.
