After the merger, the organizational structure of the Department of Science and Technology of Hai Phong city includes 9 department leaders, 5 specialized departments, 1 branch and 3 public service units with a total of 256 cadres, civil servants, public employees and workers.
Director of the Department of Science and Technology Pham Van Thep said that after nearly a month of merging, the arrangement of staff between the two localities has basically been completed. Although the facilities are still difficult, the tasks are still being implemented on schedule. He emphasized that from now until the end of the year, the workload is large, so it is necessary to focus on implementing key tasks. The Department is focusing on building a data strategy; purchasing and equipping public administration facilities; proposing to repair the headquarters at 19-21 Da Nang ; recommending the city to increase support for the grassroots in terms of staff, equipment and resources to effectively coordinate with units/localities.

In the first 6 months of the year, the Department advised the City People's Committee to issue many important policies such as the plan to implement Resolution No. 57-NQ/TW on the development of science , technology, innovation and digital transformation; plan to apply information technology (IT) in 2025; develop a project to establish a Center for supporting creative startups. The whole industry implemented 50 S&T tasks, appraised 108 investment projects, organized many digital transformation training courses, connected technology supply and demand, promoted support for intellectual property and radiation safety. Digital transformation work has had positive changes, with more than 17,000 officials trained in digital skills; 114 communes and wards set up online meeting rooms, operating the Intelligent Operation Center (IOC) system. The telecommunications sector recorded 4,734 mobile base transceiver stations (BTS), including 344 5G stations... However, during the implementation process, there are still some difficulties and problems: Science and technology research has not fully covered all fields, commercialization is still low; there is a lack of highly qualified human resources in IT, technology, and information security. The mechanism to support technology transfer and valuation is not clear...
Speaking at the meeting, Vice Chairman of the City People's Committee Hoang Minh Cuong acknowledged and highly appreciated the process of merging the Department, which was carried out methodically, without interruption, and the apparatus operated effectively. He suggested that in order for Hai Phong to maintain the number one innovation index and strive for the number three digital transformation index in the country, the Department needs to synthesize data, develop a specific roadmap, and synchronously deploy tasks, especially implementing Resolution 57 with 251 action targets.
Regarding management, the Department needs to shift from management thinking to creation, promote the innovation ecosystem, support start-ups, promote commercialization of research products; build a data strategy, integrate information into the IOC system, effectively implement digital government; promote the role of the Center for Innovation and Startup, towards a regional center, connecting internationally. At the same time, the Department is required to continue to proactively handle major issues of the city through science and technology projects/tasks; build a system of standards and regulations. Regarding the recommendations and proposals of the Department, the city leaders basically agree, especially the contents on decentralization and authorization; request to specify recommendations and proposals, promptly report to the Central Government.
The working program at the Department after the merger not only creates conditions for departments/units to directly discuss the implementation of tasks but also provides an opportunity to raise difficulties and obstacles, and at the same time orient activities in the coming time to successfully complete the assigned tasks of the year./.
