Focus on implementing electricity planning

According to the National Power Development Plan for the 2021-2030 period, with a vision to 2050 (referred to as the adjusted Power Plan VIII), approved by the Prime Minister, Son La province is planned to develop a power source of 7,785.4 MW. Currently, the province is focusing on synchronously implementing solutions to achieve the goal of firmly ensuring energy security; equitable energy transition and developing a comprehensive energy industry ecosystem based on renewable energy and new energy.

By 2030, Son La province is planned to develop an additional 6,273.2 MW. Of which, small hydropower 630.2 MW; wind power 980 MW; pumped storage hydropower 900 MW; biomass power 32 MW; rooftop solar power 50 MW; concentrated solar power 3,674 MW; waste-to-energy 7 MW. Regarding the power grid, it includes 3 500 kV transformer stations; 4 500 kV power lines; 11 220 kV transformer stations; 14 220 kV power lines.

Mr. Doan Van Chau, Deputy Director of the Department of Industry and Trade, said: Immediately after the adjusted Power Plan VIII was approved by the Prime Minister; the plan to implement the adjusted Power Plan VIII was approved by the Ministry of Industry and Trade , the Provincial People's Committee issued a document assigning specific tasks to departments, units, Son La Power Company, and Northwest 2 Power Transmission to implement, effectively mobilize resources and the participation of economic sectors to develop electricity according to the plan. Review and update the list of power sources and grids identified in the adjusted Power Plan VIII into the provincial planning and technical and specialized planning, such as construction planning, urban planning, rural planning, land use planning to organize space as a basis for implementing investment in the construction of power projects.

Organize the selection of investors for power projects according to authority, arrange land funds for the development of power projects according to the provisions of law; preside over and coordinate with investors to carry out site clearance, compensation, relocation, and resettlement for power source and grid projects according to regulations. Direct and supervise investors to properly implement the progress of power source and grid projects in the area, ensuring that the projects are put into operation on schedule according to the planning.

To date, the Provincial People's Committee has granted investment policies to 14/17 small hydropower plants. Of the 14 projects that have been granted investment policies, one hydropower project has completed power generation since 2021; 6 projects with a total capacity of 121 MW are under construction; 3 projects have been approved by the Provincial People's Council for the list of land plots to conduct bidding to select investors to implement investment projects using land, and are completing documents to propose granting investment policies.

Xuan Thien Ninh Binh Company Limited has invested in 5 hydropower projects in Son La province with a total capacity of 121.5 MW. Currently, 4 projects have been put into commercial operation, including Suoi Sap 1, Suoi Sap 2A, Hang Dong A, Hang Dong A1, Hang Dong B, with a total capacity of 121.5 MW, contributing to the budget and contributing to the local socio-economic development. Mr. Pham Van Hung, Deputy Director of the Hydropower Project Management Board of Xuan Thien Ninh Binh Company Limited, informed: Hang Dong B Hydropower Project is under construction, the construction investment progress has reached about 95% of the design volume, expected to generate electricity in December 2025. During the process of investing in hydropower construction in Son La province, the Company has received attention and support from the province and agencies and branches in terms of legal matters and site clearance to speed up the construction progress of the projects.

For wind power, the Provincial People's Council has approved the list of land plots for bidding to select investors to implement investment projects using land, of which 2 projects have had investors interested in preparing investment proposal documents. For concentrated solar power projects, Dong Phu Yen pumped storage hydropower is being appraised by the Department of Finance and submitted to the Provincial People's Council for approval of the list of land plots for bidding to select investors.

Regarding the power grid, Son La province has completed the investment of the 220 kV Suoi Sap 2A hydropower transformer station and the 220 kV Huoi Quang - Nghia Lo line; the 220 kV line from the 500 kV Son La - Dien Bien station has an investment policy and is in the process of site clearance.

Nam Chien 2 Hydropower Plant is operating to generate electricity.

Currently, the transmission grid in the province, including 500 kV stations and lines, carries about 95% of the load, 220 kV stations and lines carry 75-80%. The transmission capacity of power sources is not much compared to the allocated capacity of power sources of about 4,000 MW.

Mr. Doan Van Chau, Deputy Director of the Department of Industry and Trade, added: To transmit all the power sources in the adjusted Power Plan VIII in the province, it is necessary to complete investment in transformer stations and 500 kV and 220 kV transmission lines that have been calculated by the Ministry of Industry and Trade and included in the adjusted Power Plan VIII. In particular, it is necessary to complete investment in the 500 kV Son La 1 - 1,800 MVA; 500 kV Son La 2 - 1,800 MVA; Mai Son 7 - 2,700 MVA transformer stations; the 150 km long 500 kV double-circuit Son La 1 - Son La lines; and the 500 kV Mai Son - Viet Tri line. Most of the 500 kV and 220 kV transformer stations and transmission lines in the plan to implement the adjusted Power Plan VIII approved by the Ministry of Industry and Trade are listed as “considering socialization”, except for some projects to renovate and upgrade existing stations and transmission lines. However, the socialization in investment and operation of 500 kV and 220 kV transformer stations and transmission lines faces many difficulties. In addition, it is necessary to clarify the investors implementing the investment in the transmission lines as a basis for including power source projects in the list for granting investment policies.

Removing obstacles, focusing on implementing the adjusted Power Plan VIII, the province creates conditions for investors to research, survey and propose investment projects or pre-feasibility studies, as a basis for considering granting investment policies for the project. Adjusting the power supply plan in the Provincial Plan to update power source projects under 50 MW and grid connections to the provincial plan, as a basis for organizing implementation, contributing to the development of national energy...
