Release Zhi Ying Chang Shun ship after completing negotiations

The leader of the People's Court of Region 1 - Gia Lai confirmed that Judge Ha Tran Duyen Anh signed Document No. 05/2025/QD-BGTB, dated October 17, 2025, deciding to release the detained ship.

Earlier the same day, PetroVietnam Fertilizer and Chemicals Corporation - Joint Stock Company submitted a request to release the detained ship to ensure the settlement of maritime claims and accompanying documents and evidence.

Considering that: The parties have completed negotiations and resolved losses and damages related to the goods transported on the ship and the release of the detained ship to ensure the settlement of maritime claims is well-founded, the People's Court of Region 1 - Gia Lai has decided to release the detained ship. Specifically, the ship Zhi Ying Chang Shun (Panama nationality) with a tonnage/capacity of 6,865 GT/3,612 NT; type of bulk carrier; international scope of operation. The ship owner is Anhui Zhiying Shipping Co., Ltd. located in China.

The decision also requires Quy Nhon Maritime Port Authority to be responsible for implementing the decision to release the detained ship mentioned above in accordance with the provisions of law.

Previously, VNA reporters reported that the People's Court of Region 1 - Gia Lai decided to arrest the ship Zhi Ying Chang Shun (Panama nationality) at Quy Nhon port to resolve maritime claims.

Specifically, on October 1, 2025, the Zhi Ying Chang Shun ship docked at Quy Nhon port to unload cargo. During the unloading process, the owner of the shipment discovered that the Ammonium Sulphate fertilizer was damaged (contaminated in Hold No. 2); on October 2, 2025, during the unloading process, the hatch cover was closed slowly, causing the cargo in Hold No. 1, 2 and 3 to be wet for about 25 minutes. Therefore, the Company submitted a petition and requested the People's Court of Region 1 - Gia Lai to issue a decision to arrest the Zhi Ying Chang Shun ship to ensure the settlement of maritime claims for loss or damage to the cargo transported on the Zhi Ying Chang Shun ship, with an estimated loss of 300,000 USD.

It is known that PetroVietnam Fertilizer and Chemicals Corporation - Joint Stock Company is the owner of the shipment transported on the ship Zhi Ying Chang Shun (ship owner is Anhui Zhiying Shipping Co Ltd.), the transported goods are 8,800 tons of Ammonium Sulphate fertilizer from Chinese port to Quy Nhon port of Vietnam (according to the Sales Contract between Samsung C&T Singapore Pte Ltd and PetroVietnam Fertilizer and Chemicals Corporation - Joint Stock Company).
