
The Ministry of Industry and Trade's issuance of Decision No. 2724/QD-BCT approving the Project on Developing Consumer Rights Protection Activities for the period 2026–2030 marks a strategic shift towards a modern, comprehensive, and people-centered protection system.
The plan stipulates that consumer protection must be implemented uniformly from the central to local levels, with clear assignment of responsibilities and effective inter-agency coordination. A major focus is the establishment of a national database on consumer protection, connected to the 1800.6838 hotline, forming a unified information network to serve nationwide consumer search, consultation, monitoring, and dispute resolution.
Simultaneously, consumer protection activities are required to adapt quickly to digital transformation and green transformation. The application of artificial intelligence, big data, and digital platforms in management and feedback reception helps to increase the speed, accuracy, and transparency in supporting citizens. Alongside this, green consumption policies encourage people to use environmentally friendly products and businesses to innovate with clean technologies, contributing to promoting green growth and a circular economy .
Specifically, the plan aims to improve institutions and policies and enhance the effectiveness of state management – ensuring legal consistency, strengthening inspections, and strictly handling violations of consumer rights. The plan also focuses on developing technological infrastructure, databases, and promoting digital transformation – building a centralized management system, sharing data, and applying AI and chatbots to support consumers.
On the other hand, it is necessary to disseminate legal information and educate consumers, implement multi-platform communication campaigns, and foster a culture of smart and sustainable consumption. Furthermore, it is crucial to enhance the capacity of personnel and promote the role of social organizations – through specialized training, strengthening coordination mechanisms, and supporting advisory and mediation activities at the grassroots level. Strengthening international cooperation and mobilizing resources, connecting consumer protection networks within ASEAN, APEC, and OECD, and addressing cross-border disputes in e-commerce are also essential.
According to the Ministry of Industry and Trade, the project aims for a comprehensive reform of consumer protection methods, shifting from a traditional management model to a data-driven and digital platform-based management model, linked to two-way interaction between management agencies, businesses, and citizens. Online platforms, mobile applications, and chatbots will support consultation, feedback, and provide transparent and convenient information. Along with this, encouraging green consumption, clean production, and information transparency will help form a sustainable consumer ecosystem that harmonizes socio-economic benefits.
The Ministry of Industry and Trade stated that the Project on Developing Consumer Rights Protection Activities for the period 2026-2030 not only improves the institutional framework but also contributes to building market confidence and strengthening a civilized consumer culture.
With the motto "synchronized - modern - consumer-centric," consumer protection will be implemented extensively, bringing practical results, promoting responsible business practices, and contributing to the country's sustainable development goals.
