Highly determined to start construction on time
According to the report, the functional departments and branches of Thai Binh and Nam Dinh have consulted to complete the submission to the Inter-sectoral Appraisal Council, the Central Ministries and Branches to review the Feasibility Study Report of the Ninh Binh - Hai Phong Expressway Construction Investment Project (CT.08) through Nam Dinh and Thai Binh; in which, focusing on completing the contents mentioned by the Inter-sectoral Appraisal Council.
Up to now, the contents of acceptance and explanation have been basically agreed upon by the provincial departments and branches, and some contents are still being completed. Regarding the environmental impact assessment report, the investor has submitted to the Ministry of Natural Resources and Environment the official completed dossier according to the opinions of the appraisal council.

Speaking at the meeting, Ms. Ha Lan Anh - Vice Chairman of Nam Dinh Provincial People's Committee - affirmed that Nam Dinh province is making efforts to perform well the tasks under the province's authority, focusing on coordinating with Thai Binh province to complete the processes and procedures, and making efforts with Thai Binh province to soon start the project.
On the side of Thai Binh province, Chairman of Thai Binh Provincial People's Committee Nguyen Khac Than assigned the Department of Planning and Investment, the Provincial Traffic Project Management Board to coordinate with relevant units to comprehensively review all contents and opinions of the Interdisciplinary Appraisal Council, especially contents related to costs, total investment, technical infrastructure, intersections, etc. before submitting the project for approval.
The province also requested relevant departments, branches and units to work with the Ministry of Natural Resources and Environment to soon approve the environmental impact assessment report; continue to speed up the site clearance progress. Immediately after approving the project, the Department of Planning and Investment and the Traffic Project Management Board will immediately implement the contents related to bidding and invitation to bid to ensure compliance with legal regulations.

Expectations of completing the road corridor of the Northern key economic region
On December 25, 2023, Deputy Prime Minister Tran Hong Ha signed Decision 1680/QD-TTg approving the investment policy of the Ninh Binh - Hai Phong Expressway Construction Investment Project through Nam Dinh and Thai Binh provinces under the public-private partnership model.
The project to invest in the construction of the CT.08 expressway, the section through Nam Dinh and Thai Binh provinces under the form of public-private partnership, has a length of about 60.9 km. Of which, the expressway section through Nam Dinh province is 27.6 km long, through Thai Binh province is 33.3 km long (passing through 10 communes of Kien Xuong district and 8 communes of Thai Thuy district).
The route is expected to be implemented from 2023 to 2027 with a total investment of VND 19,784.55 billion, of which, Thai Binh province's budget capital: VND 1,462 billion; Nam Dinh province's budget capital: VND 1,675 billion.
The Project's objective is to gradually complete the expressways in the Road Network Planning for the period 2021 - 2030, with a vision to 2050, connecting expressways of Thanh Hoa, Ninh Binh, Nam Dinh, Thai Binh provinces to Hai Phong city, Quang Ninh province.
The project will also create momentum for the development of provinces and cities in the Red River Delta and North Central regions; serve as a basis for attracting investors in many fields, especially urban, industrial, commercial and service development; respond promptly to natural disasters and climate change in the region; and strengthen national defense and security.
When put into use, the project is expected to contribute to increasing traffic connectivity between provinces in the Red River Delta and the Capital region.
The completed CT.08 expressway will connect with the expressway system in the region such as: North-South expressway, Hanoi - Hai Phong expressway; National Highways: 10, 1A, 21, 37, 39, coastal roads, economic development axes of provinces such as: Nam Dinh economic development axis, new Nam Dinh - Lac Quan road, Thai Binh - Con Vanh road; connecting with Cat Bi international airport, Van Don international airport, seaports and Mong Cai international border gate.
With the role of an inter-regional road, the investment in synchronously operating the CT.08 expressway will complete the road transport corridor of the economic growth triangle for the Northern Key Economic Zone and the provinces of Ninh Binh, Nam Dinh, Thai Binh; contributing to increasing the ability to connect traffic with roads in the region, between localities of the Northern Coastal Region.
