Thai Nguyen proposes to merge 93 hamlets and residential groups into 45 units

In order to ensure the population size of households according to regulations, create a legal basis for streamlining the personnel apparatus, improving the capacity and quality of grassroots activities... Thai Nguyen Provincial People's Committee submitted to the Provincial People's Council for approval a Resolution on merging 93 hamlets and residential groups to establish 45 hamlets and residential groups in communes and wards of Pho Yen City and Song Cong City, and 3 districts of Phu Luong, Vo Nhai and Dai Tu; at the same time, renaming 5 residential groups.

After the draft merger, Thai Nguyen province still has 2,206 hamlets and residential groups including 1,548 hamlets and 658 residential groups. The remaining 20/66 hamlets and residential groups are below 50% of the standards. Thai Nguyen Provincial People's Committee will continue to direct localities to review and evaluate to implement the merger in the coming time.

Of the 45 new hamlets and residential groups after the merger, 18 units did not meet the prescribed household standards. Of these, 5 hamlets had low household sizes, mostly Mong ethnic people, located in mountainous and highland areas, with large areas, sparse population and difficult transportation.

Currently, in Thai Nguyen province, there are still many hamlets that need to be merged but have not been implemented due to specific factors; 3 hamlets in communes of Thai Nguyen city and Dong Hy district have implemented the merger process but the number of households agreeing has not reached over 50%; 10 hamlets and residential groups in the districts of Vo Nhai, Dai Tu, Phu Binh and Song Cong city are being planned for residential area projects, industrial clusters or orientation for eco-tourism development...

In addition, the renaming of 5 residential groups: Rua, Ao Ca, Ket Hop, Lai 1, Lai 2 in 3 wards: Dong Cao, Tien Phong, Thuan Thanh of Pho Yen city was carried out according to the legitimate wishes of the people living here. The reason is that the names Quan Rua, Co Phap, Trieu Lai are actually the ancient names of these areas from ancient times. Through many historical events and ups and downs, the hamlets and villages were previously divided for the convenience of administrative management; at the same time, due to the habit of people often calling them by abbreviation, the current names were formed.

These are the contents of Submission No. 97 dated August 19 of the People's Committee of Thai Nguyen province sent to the People's Council of Thai Nguyen province for consideration and approval at the meeting scheduled to take place in September 2024.

In the period from 2018 to 2021, the implementation of the arrangement and merger of hamlets and residential groups in Thai Nguyen province has also been synchronously deployed. Accordingly, the total number of hamlets and residential groups in the province has decreased from 3,032 hamlets and residential groups to 2,254 hamlets and residential groups (a reduction of 778 hamlets and residential groups; with nearly 7,000 non-professional workers and people directly participating in the work in hamlets and residential groups).
