Assign and assign direct responsibility for managing and protecting relics and artifacts, relics, and antiquities belonging to the relics to units and individuals, specifically the remaining members of the current relic management boards/teams who do not have to rotate jobs (such as: village party cell secretaries, village chiefs, temple keepers, incense keepers, abbots, etc.) until they are handed over and transferred to the new commune-level People's Committee for management according to regulations; do not let the relics have no or unclear direct responsible person, or be slow in detecting and handling when a relic encroachment incident occurs; ensure the management, protection, and preservation of relics, artifacts, relics, antiquities, and national treasures are absolutely safe, without damage, loss, misplacement, or encroachment in any form.

Regarding artifacts, relics, and antiques that are being kept, preserved, and displayed in localities (specifically: at traditional houses, museums, etc.), according to the results of the coordinated review and report of the Thanh Hoa Provincial Museum, currently, in the province, there are 12 districts, towns, and cities that are keeping, preserving, and displaying artifacts, relics, and antiques in the traditional rooms, the halls of the district-level People's Committees or at the Center for Culture, Information, Sports and Tourism at the district level, the People's Committees at the commune level with 1,671 artifacts, of which 29 are of historical and cultural value.... The exhibition and storage rooms for artifacts all have security locks, are located within the premises of agencies with 24/7 security guards, and do not have their own security camera surveillance system.

On the other hand, most documents and artifacts have not been documented, have not been numbered, have not been catalogued and have not been tracked, classified, or periodically or intensively preserved, and are easily damaged by environmental impacts, directly affecting the lifespan of the artifacts.

Faced with the above situation, to ensure the safety of the artifacts and avoid loss, damage, the Department of Culture, Sports and Tourism requests the Provincial People's Committee to continue directing the District People's Committees to coordinate with the Thanh Hoa Provincial Museum to hand over 29 artifacts as proposed by the Thanh Hoa Provincial Museum in accordance with current laws.

For the remaining artifacts, relics, and antiques, it is recommended that the People's Committees of districts, towns, and cities compile statistics, establish information records of artifacts, number and inventory, establish tracking books, and classify artifacts to carry out handover upon the end of district-level administrative unit operations, and to arrange and reorganize commune-level administrative units in the province.

Localities are fully responsible before the law, before the Chairman of the Provincial People's Committee, and the Provincial People's Committee for ensuring absolute safety for artifacts, relics, and antiques, and not allowing them to be lost, misplaced, or damaged in any form.
