Thanh Hoa prospers thanks to the national target program on new rural construction.

Implementing the two National Target Programs continues to affirm the correct policies of the Party and State, which are highly agreed upon by the people, promoting the development of ecological agriculture , modern countryside, and civilized farmers.

According to Thanh Hoa Provincial Party Secretary Nguyen Doan Anh, implementing the policies of the Party, National Assembly , Government, and Prime Minister on new rural construction and sustainable poverty reduction, in recent times, Thanh Hoa province has thoroughly and seriously implemented the resolutions, decisions, directives, and conclusions of the Central Government, focusing on concretizing them with agricultural development programs and new rural construction; fully promulgating resolutions, decisions, directives, and conclusions of the Provincial Party Committee, People's Council, People's Committee, and Provincial Steering Committee to organize effective implementation.

Back in the time of new rural construction in 2010, the life of farmers and rural areas in Thanh Hoa was still difficult, the average income per capita in new rural areas reached 8 - 9 million VND/person/year, the rate of poor households in rural areas accounted for 26.96%. By 2020, the average income per capita in rural areas reached 42.11 million VND/person/year, an increase of 4.7 times compared to 2010, the rate of poor households decreased to 8.86%, an average annual decrease of about 1.81%.

By 2024, the average income per capita in rural areas will be 60.86 million VND, an increase of 1.44 times compared to 2020, the poverty rate in rural areas will be 4.76%, an annual average decrease of 1.02%. Currently, the province's poor and near-poor households will be 2.02%, equivalent to 20,660 households. The whole province has 374/547 communes, reaching 69%, of which 831 mountainous villages have met new rural standards; the province has 125 communes meeting advanced new rural standards; 33 communes and 629 villages have met model new rural standards. Currently, the province has 645 OCOP products, including 2 5-star products.

To achieve the above results, Thanh Hoa Provincial Party Secretary Nguyen Doan Anh said that the locality always closely followed the direction and orientation of the Central Government, the National Assembly, the Government, the Prime Minister; and the guidance and assistance of ministries, branches, and localities.

Thanh Hoa has issued a complete and detailed system of synchronous documents, especially annually developing and supplementing specific plans and targets for each locality. Developing plans and organizing propaganda, launching emulation movements for the whole country to join hands in building new rural areas and movements for the poor, leaving no one behind, creating a widespread influence among cadres, party members, in the political system and all classes of people, actively participating in building new rural areas, sustainable poverty reduction.

Focus on building a synchronous and appropriate support policy mechanism, especially promoting internal strength, mobilizing resources from the people, typically by donating land to build traffic infrastructure, village roads, alleys, and irrigation works, with a total area of 198 hectares donated by the people, notably in Trieu Son, 21,674 households donated 87 hectares, with a total budget of over 4,000 billion VND. Resources mobilized from the community and economic sectors account for about 70% of the total investment resources and support for the new rural construction program.

"We have done a good job of summarizing and reviewing annually, and promptly rewarding organizations and individuals with outstanding achievements in building new rural areas and sustainable poverty reduction," affirmed Thanh Hoa Provincial Party Secretary Nguyen Doan Anh.

Up to now, the National Target Program on New Rural Development and the Sustainable Poverty Reduction Program of Thanh Hoa province have made important contributions to improving and enhancing the material and spiritual life of rural people. The rural appearance has improved a lot, rural infrastructure has been invested synchronously and spaciously, the rural environment and landscape are increasingly bright - green - clean - beautiful; the cultural and spiritual life of rural people has been improved, many traditional cultural values have been preserved and promoted well.

Thanh Hoa Provincial Party Secretary Nguyen Doan Anh said that when implementing the two-level local government, Thanh Hoa has 166 communes and wards (19 wards, 147 communes), of which 76 communes are in mountainous areas with 45 communes that have not met the new rural standards, all of which are ethnic minority mountainous areas with difficulties in regions I and II; especially difficulties in region III. Based on the goals and orientations of the Central Government, Thanh Hoa strives to have about 80% of communes meeting the new rural standards by 2030, equivalent to 117 communes, of which 35% of communes meet the advanced new rural standards, equivalent to 41 communes; 10% of communes meet the modern new rural standards, equivalent to 12 communes; the multidimensional poverty rate is reduced to less than 1%.

To achieve the above goals, Thanh Hoa hopes to continue to receive attention, help and facilitation from the Central Government, National Assembly, Government, Prime Minister; ministries, branches and localities, so that Thanh Hoa can continue to successfully implement the program's goals in the coming period.
