BUILDING CLEAN, STRONG, AND OUTSTANDING PARTY ORGANIZATIONS IN CENTRAL PARTY ORGANIZATIONS; RAISING THE LEVEL OF STRATEGIC STAFF WORK; PROACTIVELY AND ACTIVELY SUCCESSFULLY IMPLEMENTING THE PARTY'S POLICIES AND DECISIONS AND ITS GOALS AND TASKS

The 1st Congress of Party Committees of Central Party Agencies, term 2025 - 2030 took place in the heroic atmosphere of the 80th anniversary of the successful August Revolution (August 19, 1945 - August 19, 2025), the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025), the whole country is enthusiastically competing to achieve achievements to welcome the 14th National Congress of the Party. The results achieved in the past time are a solid foundation, an important and strong lever and driving force for the Party Committee to continue to innovate leadership methods, improve strategic advisory work, create new breakthroughs to successfully implement the Party's major policies and decisions and set goals and tasks.

From political determination to strategic decisions and decisive action

The Party Committees of the Central Party agencies were established under Decision No. 242-QD/TW, dated January 24, 2025 of the Politburo, to meet the requirements of the revolution to streamline the organizational apparatus of the political system, operate effectively, efficiently and effectively; in accordance with the country's development practices in the new revolutionary period.

As a party organization directly under the Central Executive Committee, the Party Committee of the Central Party agencies includes 14 party committees in the Central advisory and support agencies, the Party's public service units, the judicial agencies and the Office of the President , with more than 8,700 party members. The Party Committee has a particularly important position, directly leading, coordinating leadership and directing strategic advisory work, serving the Central Committee, the Politburo, and the Secretariat on important issues of the Party and the country; where many party members are key leaders of the Party and the State, strategic-level managers, and experts in research, training, advisory, and policy consulting.

The 2020 - 2025 term takes place in the context of a rapidly changing, complex, unstable and unpredictable world; with more difficulties and challenges than advantages, many issues are very new, unprecedented and changes of the era. Our country is deeply affected by unfavorable external factors, heavily and prolongedly affected by the COVID-19 pandemic, natural disasters, trade conflicts... having to deal with long-standing limitations and shortcomings, while focusing on solving complex and sudden problems. However, with the spirit of solidarity, high determination and drastic actions, Party committees at all levels, all cadres, party members, civil servants, public employees and workers of the Party Committee have thoroughly grasped the resolutions, directives, conclusions and directions of the Politburo and the Secretariat, leading and directing the Party Committee to complete the political tasks of agencies and units; constantly innovate leadership methods, focus on promoting strategic advisory work for the Central Committee, Politburo, and Secretariat. In particular, since the end of 2024, under the leadership of the Central Committee, Politburo, Secretariat and General Secretary To Lam, the Party agencies and organizations in the Party Committee of the Central Party Committee have advised on the implementation of many strategic, breakthrough, and historically significant policies and decisions, especially advising on and implementing the "revolution" in restructuring the apparatus, perfecting the overall model of the political system, and implementing two-level local government; Party organizations, cadres, and Party members in the entire Party Committee have been exemplary, taking the lead in merging and streamlining the apparatus, completing a huge amount of work in a short time, contributing their efforts to the overall achievements of the entire political system, building and developing the country, contributing to strengthening and consolidating the people's trust in the Party, the State, and the regime; create motivation and combined strength for our Party to continue steering the country's ship to overcome all difficulties and challenges, successfully complete major goals, and move towards the glorious milestone of celebrating the 100th anniversary of the Party's founding and the 100th anniversary of the Country's founding.

In addition, the Party building work has also seen many innovations, achieving clear results. The study, implementation and implementation of the Party's resolutions and directives, the study and following of Ho Chi Minh's ideology, morality and lifestyle, and the implementation of regulations on exemplary responsibilities of cadres and Party members have been seriously implemented with many creative and effective methods. The work of theoretical research, summarizing practices, forecasting and advising on strategic policies has become increasingly systematic and of high quality. The work of orienting ideology, grasping public opinion and protecting the Party's ideological foundation has been strengthened. The work of organization, cadres and improving the quality of party organizations, party members, activities of party committees and party cells, party member management, and internal political protection has been comprehensively and synchronously deployed, especially the implementation of Resolution No. 18-NQ/TW and the resolutions and conclusions of the Central Committee on the arrangement of apparatus and cadres at agencies and units in the entire Party Committee has been carried out seriously, promptly, and in accordance with the direction of the Central Committee. The sense of responsibility, exemplary spirit, and proactiveness of the contingent of cadres and party members, especially the leaders, have been significantly improved. Inspection and supervision work has been promoted, with many positive changes; focusing on inspection and supervision in places and areas where violations are likely to occur; Through inspection, violations and shortcomings of Party organizations, cadres and Party members have been promptly corrected and strictly handled, contributing to maintaining Party discipline and order, preventing and repelling ideological and moral degradation, "self-evolution", "self-transformation", corruption, waste and negativity. Administrative reform work has been directed to be implemented resolutely and effectively in conjunction with digital transformation and application of information technology.

The above results were achieved because the Party Committee and affiliated Party organizations always received the attention and close direction of the Politburo and the Secretariat, headed by General Secretary To Lam; at the same time, they were always proactive and determined to thoroughly grasp and promptly implement the Party's resolutions and conclusions; inherit and promote the results and experiences of previous terms; resolutely and persistently overcome limitations and shortcomings; uphold the spirit of solidarity, unity of will and responsibility in work; the vast majority of cadres and Party members have steadfast political will, good moral qualities, professional qualifications, political theory and practical experience.

Determined to overcome difficulties and challenges; continue to strongly innovate; successfully carry out set goals and tasks

The first Congress of the Party Central Committee's agencies for the 2025-2030 term, leading up to the 14th National Congress of the Party, took place in the context of an unprecedentedly rapid and complex change in the world situation. Peace, cooperation and development are still the major trends, but they are facing many new challenges. Major countries and power centers continue to adjust their strategies, competing and cooperating, compromising, but competition will become increasingly fierce. Conflicts and wars are taking place in many areas, becoming more dangerous, and the risk of war spreading is not excluded. Domestically, after 40 years of renovation, the country's foundation, potential, position and international prestige have been raised. The fight against corruption, waste and negativity continues to be promoted. The socialist rule of law state of Vietnam is increasingly perfected, and its executive capacity and effectiveness in state management are enhanced. The revolution in streamlining the political system's organizational apparatus along with strategic decisions is the foundation and important driving force for the country to rise up in the new era. However, our country has been facing many difficulties and challenges, some of which are becoming more severe and severe. Socio-economic development is not yet sustainable. The four risks that our Party pointed out have been gradually overcome, but some aspects still have complicated developments.

In that situation, the requirement for the Party Committee in the coming term is to improve its leadership capacity, especially to continue to strongly innovate thinking and action, raise the level of strategic advisory work, improve the capacity to synthesize, analyze, forecast and create policies, effectively contribute to the planning and implementation of the Party's policies and decisions in the cause of national construction and defense; focus on innovation and improve the overall quality of all aspects of work; strictly implement the principles of organization and operation of the Party, contributing to building our Party to be truly ethical and civilized.

To fulfill the requirements and contribute to the entire Party and political system in successfully implementing the Resolution of the 14th National Party Congress, Party committees, Party organizations at all levels and all cadres and Party members in the Party Committee are determined to lead, direct, and strive to fulfill the following key tasks and solutions:

First : Focus on leadership and coordination to successfully carry out political tasks; continue to strongly innovate thinking and action, improve strategic advisory work with the Party Central Committee, Politburo, Secretariat, forecasting capacity, vision, quality and efficiency of work, commensurate with the important position and role of the Party Committee. Improve the leadership capacity and fighting strength of each Party organization.

Second : Party committees at all levels in the Party Committee continue to strongly innovate the content of leadership methods, promote democracy, responsibility, set an example, and combine words with actions. Strengthen and improve the effectiveness of coordination between Party committees and leaders of central agencies in leading and directing the implementation of political tasks; ensure unity, synchronization, and closeness, creating comprehensive, strong, and substantial changes. Continue to advise on the work of perfecting a streamlined organization and apparatus, operating effectively, efficiently, and effectively; strongly innovate personnel work, ensure objectivity, democracy, and substance in the work of evaluating, selecting, and using cadres, taking specific product results as the basis for comments, evaluations, planning, and advising on building a contingent of cadres, especially Party committee cadres, leaders, managers, and strategic staff cadres; Building a truly exemplary team of cadres with adequate qualities, capacity, and prestige equal to the task, meeting the requirements of the new development era.

Third : Timely concretize and successfully implement the Resolution of the 14th National Party Congress and resolutions of Party congresses at all levels. Continue to lead and direct the work of advising on research, building and perfecting institutions, systems of Party documents and regulations to meet new requirements and tasks; effectively implement the Party's resolutions, directives and conclusions, especially important resolutions that have just been issued to promote the country's rapid and sustainable development.

Fourth : Focus on building a truly clean, strong Party organization, exemplary in politics, ideology, ethics, organization and cadres. Strongly promote the exemplary role and pioneering spirit of Party organizations, cadres, Party members, especially leaders. Persistently and resolutely implement effectively the Central Resolutions on Party building and rectification and the Politburo Directive on promoting the study and following of Ho Chi Minh's ideology, ethics and lifestyle. Build standards of office culture, Party culture, build a team of cadres and Party members of Central Party agencies that are exemplary, dedicated and honest; build a working environment of solidarity, unity, democracy, responsibility and discipline throughout the Party organization.

Fifth : Regularly inspect, supervise, guide and urge the implementation of resolutions, directives and conclusions of the Party; improve the effectiveness and efficiency of inspection and supervision work; strengthen self-inspection and self-supervision, proactively inspect and supervise in areas and positions where violations are likely to occur; resolutely fight against corruption, waste and negativity; strictly control power, prevent violations early and from afar, ensure there are no "gaps" or "dark areas" in inspection, supervision and the fight against corruption, waste and negativity.
