According to the forecast of the National Center for Hydro-Meteorological Forecasting, from the afternoon of September 24, storm No. 9 will affect the Gulf of Tonkin. To ensure the safety of ships and boats operating in the waters of Quang Ninh, the Department of Agriculture and Environment of Quang Ninh province requests the Department of Construction, the Quang Ninh Maritime Port Authority, the Inland Waterways Port Authority, and the People's Committees of coastal localities to temporarily stop issuing licenses for watercraft to go to sea (it is possible to consider allowing ships to return to shelters, anchor, and complete this work before 2:00 p.m. on September 24, 2025). At the same time, temporarily stop issuing licenses for sightseeing and accommodation activities at sea.
The suspension of ship licensing will start at 10:00 a.m. on September 24, 2025 and will end when there is the final bulletin on storm No. 9.
In Quang Ninh province, there are 390 tourist and restaurant ships. By the afternoon of September 23, there were 300 ships carrying 8,394 visitors to shore; there were 60 overnight ships with 1,594 overnight guests in Ha Long Bay, expected to come ashore at noon on September 24 or earlier if ordered.
