On June 24, 2025, the People's Council of Thanh Hoa province officially passed Resolution No. 12/2025/NQ-HDND, with breakthrough content: Exempting all fees and charges for all administrative procedures performed through online public services.
This is considered one of the drastic and practical moves to promote digital transformation, while creating maximum convenience for people and businesses in interacting with the government.
According to this Resolution, all organizations and individuals who request to resolve administrative procedures through online public services are exempt from fees.
At the same time, the policy also applies to state agencies, public service units and organizations related to providing and processing procedures in the digital environment.
This creates a level playing field, regardless of region or industry, thereby promoting people's greater access to modern, transparent and time-saving administrative methods.
In fact, to complete a normal administrative procedure, people not only have to pay but also spend time traveling, waiting and processing documents.
With the application of online public services, especially when fees are completely exempted, administrative procedures become easier than ever.
People only need to access the Thanh Hoa Provincial Public Service Portal (or the National Public Service Portal), register and authenticate their account, choose the procedure, submit the application and receive the results according to the instructions, completely online, no paperwork, no cost.
This policy not only brings direct benefits to people and businesses, but also creates motivation for reform of the entire state administrative management system.
Because the more people use online public services, the burden on the traditional administrative apparatus is reduced, while promoting the government's transformation from "management" to "service", a core principle of the digital government model.
Notably, Thanh Hoa is one of the pioneering localities in the country to exempt all online public service fees, ahead of many provinces and cities in realizing the Government and Prime Minister 's requirements on building a modern, friendly and people-centered public administration.
The issuance of this policy not only demonstrates a strong reform mindset but is also an important step in realizing the goals of the National Digital Transformation Program by 2030.
To ensure effective implementation, the Thanh Hoa Provincial People's Council has assigned the Provincial People's Committee to direct relevant departments and branches to resolutely implement; at the same time, request committees, delegations and People's Council delegates to closely monitor the implementation process in practice.
The contents of collection, payment, management and use of fees are still strictly implemented in accordance with the provisions of the Law on Fees and Charges and the guidance of the Ministry of Finance , ensuring that there are no gaps or deviations in the management of the state budget.
In fact, for Resolution 12/2025/NQ-HDND to truly come into life, consensus is needed from both sides, the people and the administrative apparatus.
