The Vice Chairman of Thanh Hoa Provincial People's Committee assigned the Departmentof Education and Training to preside over and coordinate with the Department of Labor - Invalids and Social Affairs, the Department of Finance, and relevant units to research and, based on regulations and actual situations, issue documents to guide educational institutions in the area to implement tuition support for students in areas affected by storms and floods.

Previously, the Ministry of Education and Training sent a document to provinces and cities based on the level of damage to people affected by storm No. 3 and floods in the area to consider and decide to support tuition fees, not collect tuition fees for preschool children and primary school students to share and support parents and students.
In recent days, under the influence of storm No. 4 and the Northeast monsoon, many localities in Thanh Hoa province have had prolonged heavy rain, along with water pouring in from upstream, causing landslides, damage, and flooding of many roads, houses, constructions, and people's property.

"Yesterday (September 23), after the floodwaters rose and caused flooding, schools let students stay home. As of this morning, the water has not receded completely, so students cannot return to school," said a leader of the Thanh Hoa City Department of Education and Training.
