Accordingly, the Prime Minister decided to establish a State Appraisal Council to appraise the Feasibility Study Report of the National Target Program on Cultural Development for the period 2025–2035, phase 1 from 2025–2030, including the following members:
1. Chairman of the Council: Minister of Finance .
2. Vice Chairman of the Council: Deputy Minister of Finance.
3. Council members:
- Leaders of the Ministries: Culture, Sports and Tourism; National Defense; Public Security; Justice; Agriculture and Environment; Industry and Trade; Construction; Education and Training; Home Affairs; Health; Science and Technology; Foreign Affairs ; Ethnicity and Religion.
- Leader of State Bank of Vietnam.
- Leader of the Central Committee of the Vietnam Fatherland Front.
The Ministry of Finance is the standing body of the State Appraisal Council.
The State Appraisal Council established an interdisciplinary appraisal expert team to assist the Council in performing appraisal work.
The State Appraisal Council has the following duties and powers: Organizing the appraisal of the Program Feasibility Study Report, submitting it to the Prime Minister for consideration and investment decision; Requesting the agency assigned to prepare the Program Feasibility Study Report to provide documents and information related to the Program to serve the appraisal work; when necessary, requesting amendments and supplements to the dossier to meet the appraisal requirements; Reviewing and deciding on the appraisal plan and other related issues during the appraisal of the Program Feasibility Study Report; The State Appraisal Council works in a collective manner under the direction of the Council Chairman.
The Chairman of the Council is responsible for organizing the appraisal and appraisal activities according to assigned tasks, the Council's opinions on the appraisal results, conclusions and recommendations on the contents of the Program's Feasibility Study Report; Decide to establish an interdisciplinary appraisal expert team according to appraisal work requirements; Review and approve the appraisal plan after Council members have given their opinions, decide to convene Council meetings, chair meetings, and assign responsibilities to the Vice Chairman and Council members.
If necessary, the Chairman of the Council may authorize the Vice Chairman of the Council to convene and chair Council meetings or report to the Government and the Prime Minister on certain contents or tasks directly handled by the Vice Chairman; Invite representatives of ministries and branches to attend and contribute opinions at certain Council meetings on issues related to the Council's appraisal content; Request the assigned Agency to prepare the Program Feasibility Study Report to explain the contents and issues related to the Program in writing at Council meetings; If necessary, the Chairman of the Council may request ministries, ministerial-level agencies, and Government agencies to provide in-depth appraisal opinions.
The Vice Chairman of the Council assists the Chairman of the Council in organizing the working apparatus, directing the activities of the Council, monitoring and implementing the tasks of the Council assigned by the Chairman of the Council, and regularly reporting on the situation and implementation results of the Council.
On behalf of the Chairman of the Council, decide on issues related to the implementation and operation of the Council's work when authorized by the Chairman of the Council.
Assist the Council Chairman in reviewing and evaluating professional reports and other activities of the Council; Directly instruct the Interdisciplinary Appraisal Expert Group to perform assigned tasks.
Agencies with members of the State Appraisal Council must send a written nomination to the Council's standing agency (Ministry of Finance) before June 21, 2025.
The Ministry of Culture, Sports and Tourism is responsible for providing a complete set of documents on the Program's Feasibility Study Report to serve the Council's appraisal work and related documents and records during the appraisal process organized by the State Appraisal Council.
The Council dissolves itself upon completion of its duties.
This Decision takes effect from the date of signing and promulgation.
