The People's Committee of Phu Tho province has just issued a decision on the establishment of the Phu Tho Provincial Environmental Protection Fund on the basis of merging the Environmental Protection Funds of the former Phu Tho, Vinh Phuc and Hoa Binh provinces.
Accordingly, the new Phu Tho Provincial Environmental Protection Fund has an international transaction name: Phu Tho Environment Protection Fund (abbreviated: PTEPF).
Phu Tho Provincial Environmental Protection Fund is a non-budgetary state financial organization, directly under the People's Committee of Phu Tho province, operating in the form of a public service unit that self-insures regular expenditures; has legal status, charter capital, its own seal, and is allowed to open accounts at the State Treasury and banks in accordance with the law.
The Fund's headquarters are located by region: the head office is located at zone 7 - Kim Duc, Van Phu ward, Phu Tho province; Vinh Phuc area: No. 8, Ly Thai To street, Vinh Phuc ward, Phu Tho province; Hoa Binh area: No. 391, Tran Hung Dao street, Hoa Binh ward, Phu Tho province.
The Fund has the function of receiving capital sources from the State budget, funding sources, contributions, and trusts from domestic and foreign organizations and individuals to provide financial support for programs, projects, tasks, and activities to protect the environment, prevent, combat, and overcome pollution, degradation, and environmental incidents, and preserve nature and biodiversity in Phu Tho province; and receive deposits for the Environmental Protection Fund according to the provisions of law.
The organizational structure of the Fund includes: The Chairman of the Council is the Vice Chairman of the Provincial People's Committee in charge of agriculture and environment; The Vice Chairman of the Council is the leader of the Department of Agriculture and Environment; The Council members are the leaders of the Department of Finance, State Bank of Vietnam Region IV; The Director of the Fund's professional management agency is a full-time member of the Fund Management Council.
The number of civil servants and contract workers after the merger is the total number of civil servants and contract workers of the three Environmental Protection Funds of Phu Tho, Vinh Phuc and Hoa Binh provinces (before the merger).
