
That was the sharing of comrade Tran Luu Quang, Secretary of the Party Central Committee, Secretary of the Ho Chi Minh City Party Committee at the conference summarizing the implementation of Resolution 18-NQ/TW of the 12th Party Central Committee on "Some issues of continuing to innovate and reorganize the apparatus of the political system to be streamlined, operate effectively and efficiently" which was recently held by the Ho Chi Minh City Party Committee on October 22.
According to comrade Tran Luu Quang, when arranging and merging three localities, the previous personnel arrangement was mainly based on mechanical principles. Besides, during the implementation process, due to the pressure of progress, there were places where the staff arrangement was unreasonable and lame. At the same time, through the implementation process, the task assignment also showed that some positions were not suitable. Therefore, in the future, the city will have to adjust and rearrange the staff appropriately to promote efficiency and meet the development requirements of reality.
It is known that in recent times, Ho Chi Minh City has quickly improved its organization, personnel, upgraded infrastructure, arranged headquarters, and operating facilities to adapt to the new way of operation. The goal is to build a streamlined apparatus that operates effectively, efficiently, and effectively, meeting the city's development requirements. To ensure the above goal, the City People's Committee has issued a master plan to arrange specialized agencies, administrative agencies, and public service units of the province and city when implementing the arrangement of provincial-level administrative units. The arrangement of the apparatus organization is divided into two phases.
Phase 1 has completed the reception of agencies and units for operation. Specifically, in phase 1, the City People's Council issued 15 Resolutions to establish 15 specialized agencies under the City People's Committee; converted the management agencies of public service units under the province, city and department; the City People's Committee issued regulations on functions, tasks, powers and organizational structure of departments; appointed personnel of agencies and units under the City People's Committee. Thus, after the organizational arrangement, the Ho Chi Minh City People's Committee has 15 specialized agencies, reducing 28/43 agencies (reduction rate: 65.11%); three other administrative agencies, reducing 3/6 agencies (reduction rate: 50%). At the same time, 58 public service units were received as they were into units under the City People's Committee.
The city has also organized a review, arrangement and assignment of staff after the merger with the total number of civil servants currently in 15 specialized agencies under the City People's Committee being 6,316 people. The number of civil servants from Ba Ria-Vung Tau province and Binh Duong province (old) coming to work in the city is 612 people (regularly 415 people; rotating 197 people).
To continue the roadmap of streamlining the apparatus, the city is currently implementing phase 2 and agencies and units are building a project to arrange public service units according to industries and fields in accordance with reality.
Sharing about this issue, Ms. Pham Thi Thanh Hien, Director of the Department of Home Affairs of Ho Chi Minh City, said: This is a very important and decisive stage. This stage requires the heads of communes, wards, special zones, specialized departments, and public service units to be impartial and objective in arranging the right staff and civil servants for the right job to truly operate the two-level government apparatus effectively, shifting to an effective and substantive service-oriented administration; at the same time, it is an opportunity for cadres and civil servants to contribute their best, maximize the capacity of each individual, so that our apparatus is compact, strong, and effective.
According to the roadmap, Ho Chi Minh City aims to reduce at least 20% of civil servants and public employees receiving salaries from the state budget to reduce the payroll in 5 years, reducing at least 4% each year. The city sets out requirements for the arrangement to not affect the continuous operation of agencies and units, especially activities serving the people and businesses.
