On the afternoon of February 14, Mr. Tran Duy Dong, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, inspected the field and worked with the People's Committee of Binh Xuyen district on compensation and site clearance (BT - GPMB) for the Lao Cai - Vinh Yen 500kV Transmission Line project, key power projects, power supply projects for the province and industrial park projects in Binh Xuyen district. Accompanying the delegation were leaders of a number of departments, branches, the People's Committee of Binh Xuyen district, and the Power Project Management Board 1 - Vietnam Electricity Group (EVN).

In Binh Xuyen district, the Lao Cai - Vinh Yen 500 kV Transmission Line project has 7 column foundation locations requiring site clearance with an area of 0.65 ha; 9.3 ha under the transmission line corridor and 3 houses and works under the transmission line corridor are proposed to be allocated resettlement land.
Up to now, the area of over 4,013 m2 of 17/19 households and land managed by the People's Committee of Trung My commune has been inventoried and declared; the provisional plan has been completed; 11/13 households with trees on the land have been inventoried and declared. For the area under the power line corridor, the BT - GPMB work has not yet been implemented because the measured plot has just been received from the investor.

Along with the 500kV Lao Cai - Vinh Yen Transmission Line project, Binh Xuyen district is implementing BT - GPMB for 4 key power projects, providing power for Vinh Phuc province.
However, because the 2024 Land Law, which takes effect from August 1, 2024, has many regulations on compensation and resettlement support adjusted compared to the 2013 Land Law, projects being implemented under the 2013 Land Law will take time to re-implement some procedures under the 2024 Land Law.
In addition, the Provincial People's Committee has not yet issued a land use plan for 2025, so there is no basis to re-issue a notice of land recovery for the project according to the 2024 Land Law and re-determine the specific land price of each project...

Regarding the implementation of industrial park infrastructure projects, by the end of January 2025, in Binh Xuyen district, 8 industrial parks had been established with a land area of 1,776.69 hectares, of which 4 industrial parks had come into operation, 1 industrial park was under construction (Son Loi Industrial Park) and 2 industrial parks had been approved by the Prime Minister for investment but had not yet been allocated land for construction (Nam Binh Xuyen Industrial Park and Binh Xuyen II Industrial Park - phase 1).
In general, after being allocated land, the industrial parks have implemented technical infrastructure investment according to the approved planning and investment projects. However, up to now, the industrial parks established in the district still have more than 587 hectares that have not completed BT - GPMB to allocate land to investors to implement the project.

After inspecting the location of some poles and households subject to resettlement to grasp the situation of compensation and site clearance work for the Lao Cai - Vinh Yen 500kV Transmission Line Project; Son Loi Industrial Park Project and Nam Binh Xuyen Industrial Park Project, Chairman of the Provincial People's Committee Tran Duy Dong highly appreciated the efforts and drastic participation of the local government in the work of mass mobilization and compensation, creating consensus among the people.
Affirming the importance of the 5 power projects to the socio-economic development of the province and the country, especially the 500kV Lao Cai - Vinh Yen Transmission Line project, the Chairman of the Provincial People's Committee requested the People's Committee of Binh Xuyen district to focus on removing difficulties, speeding up the progress of site clearance; declaring and counting the remaining areas of the projects; completing the procedures for counting, enforcing counting, and enforcing land recovery.
The Department of Natural Resources and Environment shall complete the adjustment of the 2025 land use plan before February 20, 2025; on that basis, advise the Provincial People's Committee to approve the 2025 land use plan before February 28, 2025 and approve the location of the resettlement area to serve the common power projects.
Particularly for the Lao Cai - Vinh Yen 500kV Transmission Line project, the People's Committee of Binh Xuyen district shall arrange sufficient human resources; immediately deploy the plan for declaration, inventory, and preparation of project compensation plan; hand over the construction site for column foundations before February 25, 2025; hand over the construction site for corridors, and immediately prepare a plan for cases requiring resettlement before April 30, 2025.

Affirming the important position and role of the locality in the province's industrial development, for industrial park projects, the Chairman of the Provincial People's Committee requested the People's Committee of Binh Xuyen district and investors to promptly report difficulties and problems in BT - GPMB of projects in the district for timely handling.
The Department of Planning and Investment coordinates with localities to clarify resettlement projects; synthesize resources to allocate capital for projects and report to the Provincial People's Committee to prioritize resource allocation to expand Ring Road 4.

The Department of Natural Resources and Environment completed the approval of the 2025 land use plan for the district, worked directly with Binh Xuyen district to resolve difficulties and problems in projects; promptly resolved difficulties and problems in BT - GPMB for industrial parks.
The Department of Construction completes the dossier to adjust the local planning on urban construction in the province. The Department of Finance studies and considers allocating support capital for Son Loi Industrial Park; studies the plan to repay the capital allocated for resettlement projects.
The Industrial Park Management Board monitors, urges, and coordinates with the People's Committee of Binh Xuyen district to completely resolve housing projects in 2025.
