On the afternoon of May 31, the National Assembly continued to discuss in the hall the additional assessment of the results of the implementation of the socio-economic development plan and the state budget in 2022; the implementation of the socio-economic development plan and the state budget in the first months of 2023.

Speaking at the meeting, delegate Mai Van Hai (Thanh Hoa delegation) said that after 2 years of fighting the Covid-19 pandemic, many businesses have fallen into a difficult situation, even having to close down, stop operations, and production and business have stagnated.
In that context, regulations on fire prevention and fighting are causing many barriers, causing businesses to encounter problems that cannot be resolved.
Delegates requested the Government and relevant ministries and branches to actively direct and strengthen fire prevention and fighting work, focusing on reviewing, amending, supplementing and perfecting policies and laws on fire prevention and fighting work, meeting the practical requirements of socio-economic development, ensuring consistency and unity in the legal system.

At the same time, continue to improve standards, regulations, and fire prevention and fighting procedures, in accordance with the practical conditions of the country and the capacity of relevant organizations and individuals.
According to the Thanh Hoa delegation, it is necessary to specifically classify the subjects of fire prevention and fighting management according to the level and risk to have appropriate handling measures; have a roadmap for production and business establishments to properly implement fire prevention requirements, remove obstacles in fire prevention and fighting so that businesses can return to normal operations, especially businesses in the fields of tourism, services and entertainment.
Sharing the same view, delegate Pham Van Hoa (Dong Thap delegation) suggested that it is necessary to immediately remove difficulties and obstacles related to regulations on fire prevention and fighting, standards and issued regulations, regardless of project scale and nature of construction, not taking into account the possibility of practical application.
"If there are no changes in fire prevention and fighting standards and regulations, thousands of businesses and business establishments will have to close," delegates expressed concern.
Increase business access and capital absorption
Commenting on some other contents, delegate Hoa suggested that the Government resolutely direct the disbursement of public investment capital for projects under the National Target Program assigned to investors of ministries, branches and localities.
Especially for the North-South Expressway projects, the reported progress of site clearance has reached 2/3 but is uneven, affecting construction delays, making it difficult to disburse funds as planned.

Delegates proposed to resolutely transfer investment capital to places that have not completed documents, site clearance, and slow disbursement to allocate to places that have done this work well; to overcome the situation of capital waiting for projects.
At the same time, speed up the equitization and divestment of state-owned enterprises according to the approved roadmap, and have effective solutions to promptly resolve difficulties and problems in registration...
Delegates also proposed focusing on removing difficulties and obstacles for businesses in accessing bank capital, preferential loans, credit capital, tax incentives, tax exemptions, fees, and registration fees to attract businesses to return to operations and establish new ones.
Banks can mobilize idle capital from the people, lend at reasonable interest rates, harmonize interests, control bad debt, and effectively implement non-cash payments.
In addition, delegates said that it is necessary to pay attention to the real estate and stock markets to ensure that the market operates smoothly, easily, and under control.
