Speaking at the discussion, delegates highly appreciated the socio-economic development results in the first 6 months of 2024. However, delegates said that the achieved results also have some limitations as pointed out in the socio-economic report of the Provincial People's Committee. In particular, the industrial - construction sector is expected to have a lot of room for development, estimated to increase by 7.68%, down 1.6 percentage points over the same period; 5/16 budget revenue items are expected to not reach the average rate, especially land use fee collection only reaching 16%; many projects are stuck in investment procedures leading to slow progress in land use fee collection; businesses still have many difficulties, access to capital, land, administrative procedures... 1,150 businesses have registered to temporarily suspend, up 16.1% over the same period...
Thereby, the delegates proposed a number of solutions: It is necessary to focus on leadership and direction to accelerate site clearance, infrastructure investment and attract FDI investment to develop processing and manufacturing industries in Quang Yen coastal economic zone and Mong Cai border gate economic zone. At the same time, to ensure synchronous development in the regions, promote the effectiveness of investment in connecting traffic works, create continuous and sustainable development in the long term, it is also necessary to pay attention to forming new industrial zones in places with suitable conditions (connected traffic and abundant labor resources, input materials for production) with many different types of enterprises (agricultural processing industry, construction materials industry, ceramics, mechanical engineering industry, etc.).
In addition, in addition to forming industrial parks and attracting large enterprises, it is necessary to pay special attention to small and medium-sized enterprises; these are local enterprises, closely linked to the socio-economic development of the locality through facilitating access to production land in industrial clusters in the area; helping to relocate polluting production facilities in residential areas; creating momentum for the start-up movement, forming new enterprises to create a diverse business ecosystem; continuing to remove legal problems for industrial parks that are under construction due to the transition of many different legal frameworks.
Continue to pay attention to developing high-quality human resources and skilled labor associated with rapidly increasing the scale and improving the quality of the population to meet the requirements of rapid and sustainable development of the province. In particular, it is necessary to continue to pay attention to creating stable working and living conditions for workers; focus on continuing to pay attention to perfecting social infrastructure (health,education , transportation, etc.) and pay special attention to forming housing funds with prices suitable for many working classes (especially low-cost social housing funds) in areas with many workers, areas where industrial parks and industrial clusters are planned and expected to be formed.
On the other hand, it is necessary to continue to pay attention to removing difficulties in the management and exploitation of soil mines, input materials for construction material factories in the province and filling materials for construction projects in the province according to the planning, avoiding monopoly in order to reduce the cost of input materials for production and investment in construction works.
The province needs to pay attention to reviewing each project, having drastic solutions to remove difficulties, and soon put the project into operation. For projects that are behind schedule due to subjective errors and weak capacity, based on the proposals of localities, it is recommended to strictly handle violations, reclaim land funds to create new land funds to attract new investors with capacity to promote effective land use.
