I completely agree with the assessments of the province's socio -economic development results in 2023, tasks and solutions for 2024 presented at the meeting. It emphasized that a number of targets were achieved and exceeded, the economic growth rate was higher than the national average; the budget revenue (domestic) remained at over 10,000 billion VND; many important events and activities were successfully organized to promote investment, promote trade, and develop the market for products. In attracting investment, especially attracting FDI capital, there has been a remarkable development compared to previous years... However, in my opinion, the report also needs to clarify some limitations to propose solutions to overcome them in the coming time, such as slow site clearance in some projects, slow resolution of voters' opinions and recommendations, especially shortcomings in waste treatment, clean water quality, and the need to grasp the situation, closely follow the locality, and promptly resolve issues at the grassroots level. The tasks in the coming years are extremely heavy. In my opinion, all levels, sectors, and localities need to continue to promote the achievements, make efforts, and actively strive to make good use of potentials, opportunities, and advantages; at the same time, propose specific solutions to successfully complete the tasks and goals set out.

The Provincial People's Council has issued resolutions on supporting land concentration, purchasing machinery for agricultural production, production linkage, building advanced new rural areas, and model new rural areas in the province. Recently, delegates of the Provincial People's Council and voters also proposed difficulties and obstacles in the implementation process, the main reason being that the propaganda, deployment and implementation of the resolutions in some sectors and localities, especially at the grassroots level, have not really reached the people, and the effectiveness has not met the requirements. In the condition that the average agricultural land per capita in Thai Binh is low, and there is a shortage of labor in production, in order to develop large-scale commodity agriculture, it is necessary to promote land accumulation, concentration, and production linkage to create large-scale areas, bringing high added value. In order for the resolution to come into life, the Party Committee, local authorities, and cooperatives must take more drastic action, propagate and mobilize to change the thinking and awareness of farmers, thereby organizing effective implementation. During the implementation process, the agricultural sector is ready to participate in supporting localities to remove difficulties and obstacles, invite businesses to invest in production linkages, purchase agricultural products, and improve efficiency and income value for farmers.

In 2023, despite many difficulties and challenges, the province's economy still developed stably, with some targets achieved and exceeded the set plan. This is thanks to the drastic and effective leadership, direction and management of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee and the efforts of the business community and people in the province. In particular, in recent years, many transport projects have received attention for investment, renovation and upgrading in a relatively synchronous manner. Many important routes of regional connectivity, contributing to promoting investment attraction to the province such as the CT.08 expressway, routes in economic zones, and coastal roads have been deployed. Therefore, I hope that localities will further promote the propaganda about the importance of routes to better coordinate in site clearance for project implementation. Hopefully, in the coming time, the Provincial People's Committee will gradually remove bottlenecks and bottlenecks, speed up the construction progress of key transport infrastructure projects so that the projects can soon be put into effective use. Along with the development of the road system, I hope the province will continue to pay attention to developing the inland waterway system to be worthy of the province's potential and strengths in the coming time.

I hope that the Provincial People's Council should have a resolution on waste classification and treatment, and issue a policy mechanism to build a modern waste treatment plant suitable to the actual conditions of the province. In agricultural production, although this sector is a pillar of the economy, attention is still limited, especially in the livestock sector. In addition, I think it is necessary to invest in high-tech agriculture in some districts with favorable conditions. In the field of science and technology, although there are many good quality topics, in reality they have not been widely deployed, so the Provincial People's Committee needs to direct units and localities to apply the topics in practice. In addition, I think the quality of human resources in the province is currently low, requiring the Department of Labor - Invalids and Social Affairs, the Department of Education and Training to have orientation on this issue to improve the quality of human resources, meeting the needs of socio-economic development of the province in the coming time.

In recent times, Thai Binh Electricity Company has invested a lot of resources to upgrade the power grid system in the area, meeting the production and living needs of the people; at the same time, it has coordinated with localities to move some electric poles when implementing projects and construction works. However, due to the large volume of electric poles being moved and not being included in the investment portfolio of the Northern Electricity Corporation, the arrangement of capital for implementation has encountered many difficulties and is very difficult to implement. The electricity industry requests that departments, branches, sectors and localities when investing in construction works and projects need to develop specific plans, including the electric pole relocation item in the plan to support funding for site clearance. The electricity industry commits to closely coordinate with relevant units in the process of surveying and developing relocation plans. In addition, when the relocation has not been carried out, localities and investors need to have plans to arrange temporary signs and appropriate lighting systems at night at locations where electric poles have not been relocated to ensure safety for people and vehicles participating in traffic.

I highly agree with the report of the Provincial People's Committee on the socio-economic development situation in 2023, the main goals, tasks and solutions in 2024. However, in my opinion, to achieve the goals set in 2024 and the entire 2020-2025 term, it is necessary to make great efforts and determination from the entire political system and all classes of people. For each industry and each field, it is necessary to review and specifically evaluate the results achieved and the difficulties, thereby investing in a methodical and appropriate development in accordance with the actual situation. In particular, it is necessary to build mechanisms and policies for sustainable agricultural development in the direction of regional linkage, creating favorable conditions to ensure product output, while prioritizing agricultural development associated with tourism development based on the existing advantages of the locality. Along with that, localities focus on planning and developing industrial clusters, prioritizing attracting investors with capacity, reputation and modern technology, creating jobs for many workers. Pay attention to training to improve the quality of human resources in a multi-industry direction, meeting the development requirements of the province.
