(Dan Tri) - Regarding a teacher without a high school diploma who hired two substitute teachers, the People's Committee of Chu Pah district requested criticism and review to learn from experience.

On December 10, the People's Committee of Chu Pah district, Gia Lai province, said that it had issued a document requesting the Principal of Ia Mo Nong Primary and Secondary School to criticize and review Mr. RCT's experience, for hiring someone else to teach in his place for many months.

At the same time, the District People's Committee also requested to review and draw lessons from Mr. Tran Van Tinh, Principal and the collective of Ia Mo Nong Primary and Secondary School for allowing violations in management and finance.

Previously, the People's Committee of Chu Pah district established an inspection team for Ia Mo Nong Primary and Secondary School.

The inspection team discovered that Mr. RCT, a primary school teacher, had stopped teaching from September 2022 to December 2023 but was still receiving salary and allowances. Mr. T. hired two other people to teach instead and paid nearly VND7 million/month for each person.

Mr. T. explained to the inspection team that he did not have a high school diploma and the educational program was too difficult for his ability. Therefore, he proposed and the school agreed to hire someone to assist in teaching.

In addition, the inspection team also discovered that Mr. Tran Van Vinh, Principal, had created records and made incorrect payments for overtime and extra classes, as well as arbitrarily sold trees in the school.

Specifically, in the 2021-2022 school year, Mr. Tinh arbitrarily created a record to declare 150 more hours than the actual number for two teachers V.D.T. and NHK, collecting a difference of 30 million VND. After paying for the wrongly increased hours, Mr. Tinh asked the two teachers to return the above amount to the school.

Mr. Tinh provided the account number of Mr. Tran Quoc Toan (residing in Pleiku city) for teacher T. to transfer 12 million VND into, then Mr. Toan transferred this amount back to Mr. Tinh. Teacher K. also transferred 12 million VND back to someone in the school under Mr. Tinh's direction.

Mr. Tinh explained that the money received back from the two teachers was used to pay the school's water tank workers and contract teachers, as well as to buy ornamental plants and painting supplies to decorate the classroom.

The inspection team of the People's Committee of Chu Pah district determined that Mr. Tinh had arbitrarily increased hours and classes for 2 teachers to pay state budget funds and use them for other purposes, violating regulations and needed to be disciplined.

In August 2022, Mr. Tinh sold two trees on campus to Mr. Vu Dinh Hiep for 15 million VND without notifying the teachers' council and the school's accountant. Mr. Tinh said that he had consulted with some teachers and sold the trees to buy other more suitable trees.
