Demonstrate a sense of responsibility, belief and aspiration for the country's development

From October 15, the 13th Party Central Committee announced the full text of the draft documents to be submitted to the 14th National Party Congress, soliciting comments from cadres, party members and people.

Draft documents include: Draft Political Report of the 13th Party Central Committee at the 14th National Congress of the Party; Draft Report summarizing a number of theoretical and practical issues on the socialist-oriented renovation process over the past 40 years in Vietnam; Draft Report summarizing 15 years of implementing the Party Charter (2011-2025) and proposed directions for supplementing and amending the Party Charter.

The 14th National Congress of the Party is a major political event, taking place in a rapidly changing international and regional context, with many potential instabilities, complex developments, and unpredictability. After 40 years of implementing the renovation process initiated and led by our Party, our country's foundation, potential, position, and international prestige have been raised to a new level. From a backward country with frequent hunger, we have risen from being a poor, underdeveloped country to becoming a developing country with a middle income. This is the result of the Party's wise leadership, the solidarity, unanimity, and persistent efforts of the entire nation.

The achievements in the practice of building socialism in Vietnam after 40 years of implementing the renovation process are a source of pride, a driving force, an important resource, and a belief for our entire Party, people, and army to overcome all difficulties and challenges, and continue to firmly step on the path of comprehensive and synchronous renovation, rapid and sustainable development of the country.

Implementing Directive No. 45-CT/TW dated April 14, 2025 of the Politburo on Party congresses at all levels towards the 14th National Congress of the Party, in recent months, Party committees and organizations from the Central to grassroots levels, in the condition of "running and queuing at the same time", have simultaneously carried out two major tasks with high determination and outstanding efforts. That is, preparing for Party congresses at all levels and carrying out a comprehensive and synchronous revolution in arranging and streamlining the organizational apparatus, improving the effectiveness and efficiency of the political system.

With the spirit of revolution and innovation in leadership, direction and organization, Party committees and organizations at all levels have carried out preparations for Party congresses at all levels in a methodical, thoughtful, democratic, procedural and strict manner. At Party congresses at all levels, the work of discussing and contributing opinions to draft documents to be submitted to the 14th National Congress of the Party is an important content, carried out seriously, vividly demonstrating enthusiasm and sense of responsibility.

With a breakthrough mindset, in the process of completing the draft documents to be submitted to the 14th National Congress of the Party, at the 12th Conference, the 13th Party Central Committee decided to integrate the contents of three draft documents (including the Political Report, the Socio-Economic Report, and the Summary Report on Party Building) into a draft Political Report along a consistent, unified, and synchronous axis. This integration ensures continuity and innovation, and is a breakthrough from the institutional bottleneck which is the process of building the Party's policies and guidelines, expressed through the form and content of resolutions.

The practice of implementing the innovation process initiated and led by our Party proves that, along with the Party's correct and creative determination of policies and guidelines, the support and active participation of the people is a solid foundation for building, protecting and developing a prosperous and happy country.

With the meaning of innovating the Party's leadership method, contributing to improving the quality of the country's comprehensive development guidelines and strategies, contributing opinions to the draft documents submitted to the 14th National Congress of the Party is an important and regular task of the Party Congresses; it is the crystallization of the Party's theoretical level and intellectual height, while also demonstrating the belief and aspirations of the whole nation, a vivid expression of "Party's will, people's heart".

Organizing well the collection of opinions and contributions from cadres, party members, people of all walks of life and overseas Vietnamese on the draft documents to be submitted to the 14th National Congress of the Party is to gather and promote the people's intelligence, enthusiasm and mastery over the process of the Party's comprehensive leadership of national development, contributing to creating social consensus, promoting the strength of great national unity, consolidating and strengthening the relationship between the Party and the people.

The 14th National Congress of the Party has the responsibility to determine the thinking, vision, and strategic decisions so that our country, under the comprehensive leadership of the Party, can make steady progress in the new era of development - the era of national development. Organizing well the collection of opinions and contributions from cadres, Party members, people of all walks of life, and overseas Vietnamese on the draft documents to be submitted to the 14th National Congress of the Party is to gather and promote the wisdom, enthusiasm, and mastery of the people in the process of the Party's comprehensive leadership of national development, contributing to creating social consensus, promoting the strength of great national unity, consolidating and strengthening the relationship between the Party and the people.

Under the glorious flag of the Party, the entire Party, the entire people and the entire army join hands and unite to successfully achieve the country's development goals by 2030 to become a developing country with modern industry and high average income; and realize the vision of developing the country by 2045 to become a developed country with high income, for a peaceful, independent, democratic, rich, prosperous, civilized, happy Vietnam, firmly advancing towards socialism.
