According to VEC's plan, the Ho Chi Minh City Ring Road 3 (connecting to the Ho Chi Minh City - Long Thanh - Dau Giay Expressway) section passing through Ho Chi Minh City and Dong Nai will be temporarily put into operation from August 19th. Therefore, VEC will collect tolls for the Ho Chi Minh City - Long Thanh - Dau Giay Expressway at the Ring Road 3 interchange toll station with 6 toll lanes, using the electronic toll collection (ETC) system.
The proposed toll collection plan for the Ring Road 3 toll station is as follows: Vehicles entering from An Phu and passing through Long Phuoc (7km) will be charged the current toll; Vehicles entering from An Phu and exiting onto Ring Road 3 (4km) will be subject to the open toll station and charged for the 4km distance.
For vehicles entering from Ring Road 3 onto the Ho Chi Minh City - Long Thanh - Dau Giay Expressway, a dual toll station model (open and closed stations) will be applied, with Long Phuoc Station acting as a transfer station. When a vehicle passes through the Ring Road 3 toll station, the system will record one transaction for the open toll station (Ring Road 3 - An Phu, charged for 4 km) and one transaction recording the input information at the Ring Road 3 toll station.
If a vehicle enters from Ring Road 3 and exits at the An Phu or Ring Road 2 interchange (towards Ho Chi Minh City), a fee will be charged for the 4 km journey (Ring Road 3 - An Phu or Ring Road 2 section). If a vehicle enters from Ring Road 3 and continues to the Long Phuoc toll station (towards Dong Nai), a fee will be charged for the 4 km journey (Ring Road 3 - An Phu or Ring Road 2 section), and one entry transaction will be recorded at the Ring Road 3 toll station, with the Long Phuoc toll station acting as a transit point.
For vehicles traveling from Dong Nai towards the Long Phuoc toll station (Ho Chi Minh City), a dual-toll model will be applied. The Ring Road 3 toll station will record both open-toll transactions and serve as a closed-toll exit point. Therefore, if a vehicle goes straight to the Ring Road 2 or An Phu intersection, the current toll rates will apply. If the vehicle exits the Long Phuoc toll station and proceeds to the Ring Road 3 toll station, the vehicle will be charged one open-toll transaction at the Ring Road 3 station and one closed-toll transaction at the Ring Road 3 exit point.
The toll rates at the Ring Road 3 intersection include 8% value-added tax, specifically as follows: For vehicle group 1 (vehicles with fewer than 12 seats, vehicles with a load capacity of less than 2 tons, and public passenger transport buses), the fee ranges from approximately 9,000 to 103,000 VND per trip.
For vehicle group 2 (vehicles with 12-30 seats, and a load capacity of 2 tons to less than 4 tons), the fee is 13,000 - 155,000 VND per trip.
For vehicle group 3 (vehicles with 31 seats or more, vehicles with a load capacity from 4 tons to less than 10 tons, and tractor-trailers without trailers or semi-trailers), the fee ranges from 17,600 to 206,700 VND per trip.
Vehicle group 4 (vehicles with a load capacity from 10 tons to under 18 tons, and vehicles carrying 20-foot containers) must pay a fee ranging from over 22,000 to 258,000 VND per trip.
For vehicles with 5 seats (vehicles with a load capacity of 18 tons or more, and vehicles carrying 40-foot containers), the fee is approximately 35,000 - 413,000 VND per trip.
The Ho Chi Minh City - Long Thanh - Dau Giay Expressway, 55 km long, connects Ho Chi Minh City with Dong Nai province and has been in operation since 2015. It is one of the expressways with the highest traffic volume in Vietnam, averaging 45,000 - 50,000 vehicles per day.
