(Chinhphu.vn) - Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 229/CD-TTg dated November 26, 2025 requesting ministries, branches and localities to urgently deploy peak emulation campaigns to overcome difficulties, accelerate and make breakthroughs to successfully complete the goals and tasks of 2025, creating momentum and force for the following years.

To practically achieve achievements to welcome the 14th National Party Congress and overcome difficulties, especially the impact of recent natural disasters and floods, to accelerate and make a breakthrough to successfully complete the goals and tasks of 2025 and the Resolution of the 13th National Party Congress, the Prime Minister requested Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and centrally run cities to carry out the following urgent key tasks:

Boosting production and business beyond plan to compensate for heavy damage caused by storms and floods

1. Urgently and synchronously implement tasks and solutions to overcome difficulties, especially the impact of recent natural disasters and floods, according to Resolutions No. 347/NQ-CP dated October 24, 2025, No. 380/NQ-CP dated November 25, 2025 of the Government and the Prime Minister's dispatches and directives. Focus on leadership, direction, and administration in a more proactive, decisive, and creative manner, and enhance the responsibility of leaders in leading, directing, organizing, implementing, and propagating the emulation movement in a practical and effective manner, with a vibrant and widespread emulation spirit, creating strong changes in each Party committee and government at all levels according to the motto "innovative thinking, development creation, determined action, exemplary leadership, dedicated dedication, serving the people". At the same time, promoting the spirit of "each person works as two" and "doing one good deed every day", unaffected places promote production and business to exceed the plan to compensate for localities in the Central and Central Highlands regions heavily affected by natural disasters and storms and floods, arousing patriotism and launching peak emulation campaigns suitable to the circumstances and realities of ministries, branches and localities to overcome difficulties and challenges to exceed the set targets and plans for 2025.

Quickly restore people's livelihoods, promote production and business recovery, and strive for national growth of over 8% in 2025.

2. Continue to promote the fine tradition of mutual love, "national love, compatriotism", the spirit of solidarity, unity, solidarity, standing shoulder to shoulder to overcome all difficulties and challenges, promptly support localities affected by natural disasters and storms and floods to effectively ensure the spirit of "a piece of food when hungry is worth a package when full". Determined to quickly stabilize the people's situation and restore livelihoods for people in storm- and flood-affected areas as soon as possible, promote production and business recovery, actively promote economic growth, in the immediate future, strive for a national growth rate of over 8% in 2025; create a solid foundation, momentum, force and position to achieve the double-digit growth target in the following years.

3. This is a very important and urgent task that needs to be urgently focused on and completed. The Prime Minister requests that Ministers, Heads of ministerial-level agencies, Heads of Government agencies, Chairmen of People's Committees of provinces and centrally-run cities take initiative and creativity; the Central Government sets an example and takes the lead, while localities flexibly follow suit and effectively follow; prioritize time to care for, lead, and direct affiliated agencies and units to seriously carry out the tasks assigned by superiors.

4. The Government Office guides the offices of ministries, branches and localities to submit weekly reports before 3:00 p.m. every Friday and monitor and urge the implementation of this Official Dispatch according to assigned functions and tasks; promptly report to the Prime Minister at 3:00 p.m. every Sunday to promptly direct the handling of any arising issues./.
