High School Graduation Exam 2025: Localities have plans to respond to unusual situations

TPO - Leaders of the Ministry of Education and Training require localities to organize this year's High School Graduation Exam without any gaps and absolutely not to loosen management in the context of organizational restructuring.

The 2025 High School Graduation Exam is just a few days away. At this time, provinces and cities are actively preparing, reviewing the final stages, and getting ready to organize the special exam.

Coping with landslides and floods

Vice Principal of Tuyen Quang High School for the Gifted, Luong Ngoc Huyen, said that this year, the school has 323 candidates registered for the exam. The school has focused on reviewing for students from an early age. As soon as the Ministry of Education and Training issued the sample exam structure, the school has familiarized students with the new exam format.

“Issuing the exam structure early helps schools have time to adjust in terms of techniques and methods. Teachers and students can get acquainted with the content of enhancing practical materials in the exam. Issuing early and timely instructions also helps schools to be proactive and better prepare students and teachers mentally,” said Mr. Luong Ngoc Huyen.

Director of the Department of Quality Management, Ministry of Education and Training Huynh Van Chuong encouraged Tuyen Quang students before the exam.

Ms. Hoang Thi Thu Hien, Deputy Director of the Department of Education and Training of Tuyen Quang shared that this year, the whole province has more than 10,000 candidates registered to take the exam. The locality arranged 30 exam sites and mobilized more than 1,700 officials and teachers to participate in the exam organization. Up to this point, the exam organization plan ensures progress, clearly assigns tasks, clear people, clear work, clear responsibilities.

Tuyen Quang province focuses on preparing facilities, equipment, plans to support candidates, inspection, testing, printing, transporting and preserving exam papers, and marking exams, ensuring security, confidentiality, and tightening each step and each task.

According to Ms. Hien, in order for candidates not to be surprised by the first exam of the new program, the Department of Education and Training has given students a trial exam to familiarize themselves with the exam. After the trial exam results were available, the sector has adjusted and supplemented the teaching and review plan, compiled test questions, trial exams, and has review methods suitable for each group of students.

The leaders of Tuyen Quang province affirmed that this year's exam has more special features because it follows a new program, because of the context of implementing the merger and establishing a 2-level local government, but the locality has closely reviewed and ensured that all stages follow the regulations so that the exam takes place fairly and transparently.

In particular, the locality has a contingency plan to respond to possible floods and landslides to ensure safety, travel, transportation, and accommodation for students in some mountainous districts and remote areas to exam locations in the area.

Support for candidates living far away

Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, said that this year the locality has a very large number of candidates taking the exam with more than 124,000 students, an increase of nearly 16,000 compared to last year. Although there are only a few days left to complete the operation of the three-level government apparatus, the Steering Committees of the districts and towns have affirmed their responsibility and seriousness in directing and organizing the exam and at the same time have plans to respond to any unusual situations that may arise.

At this time, 100% of the examination sites have been thoroughly inspected to ensure that they meet the requirements for organizing the examination. To support candidates taking the examination, the Hanoi Youth Union has implemented the programs “Volunteer Students” and “Supporting the Examination Season” with the participation of more than 8,000 volunteers.

"Hanoi deploys a digital map system for candidates to check exam score information and travel conveniently," said Mr. Cuong.

Bac Ninh province has nearly 20,000 candidates taking the exam this year. The province has arranged 28 exam sites and mobilized nearly 2,900 officials and teachers to serve the exam.

Deputy Director in charge of the Department of Education and Training of Bac Ninh province, Mr. Nguyen Huu Binh, said that the unit has taken the lead in implementing the exam organization plan, establishing the Exam Council and specialized committees. Relevant departments and branches such as the Police, Health, Electricity, Youth Union... have all developed a coordination plan to ensure the exam takes place safely and in accordance with regulations.

Strict exam security

The security of exam papers and test papers is strictly implemented in three independent isolation zones, with 24/7 police surveillance. In addition, the youth volunteer force is also ready to support candidates who live far away and have difficulty with travel and accommodation, contributing to creating the best conditions for candidates.

The exam marking area is strictly controlled, with surveillance cameras and security forces on duty 24/7. With 200 carefully selected exam marking officers, the exam marking process will be serious and objective.

Inspecting the organization of exams in localities, Deputy Minister of Education and Training Pham Ngoc Thuong said that good teaching, good learning, and students having solid knowledge entering the exam will also reduce negative factors in exams because when they have knowledge, they will not intend to cheat.

Leaders of the Ministry of Education and Training requested the provincial exam steering committees to review the preparation conditions before the exam, and proactively prepare to respond to possible natural disasters and exam situations.

Thoroughly implementing the spirit of “4 rights and 3 no’s”, Mr. Thuong reiterated that the “4 rights” are: Correct examination regulations and instructions; correct and complete procedures; correct assigned positions, responsibilities and tasks; correct timing to promptly handle unusual situations and incidents. The “3 no’s” are: no negligence, subjectivity; no excessive stress and pressure; no arbitrarily handling unusual situations and incidents.

During the exam, the Deputy Minister also requested localities to thoroughly grasp the spirit of the Prime Minister's "3 guarantees". That is to ensure absolute safety, health, honesty, and objectivity in all stages of the exam. Ensure clear responsibilities of relevant agencies in organizing the implementation, leave no gaps, and absolutely do not loosen management in the context of apparatus arrangement.

Create the most favorable conditions for candidates to take the exam, from facilities, healthcare, security, safety, travel support plans to timely and complete information for candidates, not allowing any candidate to be unable to take the exam for subjective reasons.
