High School Graduation Exam 2025: Minister Nguyen Kim Son requests to respond to new situations

TPO - Speaking at a working session with Hanoi City on preparations for the 2025 High School Graduation Exam, Minister of Education and Training Nguyen Kim Son said that localities with a large number of candidates need to have plans to prevent "new, different, strange" situations from arising so that they can respond immediately when they occur.

On the afternoon of May 20, the inspection delegation for the preparation of the High School Graduation Exam led by Minister of Education and Training Nguyen Kim Son had a working session at the Hanoi People's Committee.

The delegation inspected the preparation of school facilities, classrooms, exam storage rooms, medical rooms, etc. ready for the exam at the exam site of Trung Vuong Secondary School, Hoan Kiem District (Hanoi).

The delegation inspected the preparation for the High School Graduation Exam of the Ministry of Education and Training at Trung Vuong Secondary School, Hoan Kiem District (Hanoi).

According to Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, this year the city has more than 124,000 candidates registered to take the exam, an increase of about 16,000 students compared to last year. Hanoi has arranged and set up 233 exam sites across the city to serve the candidates.

To organize the exam, the City mobilized nearly 17,000 cadres, teachers, and employees to participate in the exam supervision and grading work. The City Police mobilized nearly 1,000 people to participate in the work of protecting security and safety of the exam at the exam sites and grading locations. The Department of Education and Training established teams to conduct surprise inspections of the preparation and organization of the exam; and teams to inspect the protection of exam questions and papers.

According to Mr. Cuong, during the preparation process, the locality encountered some difficulties, including the fact that this year is the first year to organize the Graduation Exam according to the 2018 General Education Program with many new points in terms of exam subjects, exam format structure, the rate of using learning assessment results in graduation recognition, etc., teachers and candidates are still confused.

This year's exam is organized according to two exam regulations for two different groups of candidates. Hanoi has a large number of candidates, of which more than 2,500 students take the exam under the 2006 General Education Program and more than 121,000 students take the exam under the 2018 General Education Program. The large number of candidates means that the number of exam papers must be printed in large numbers with many exam codes for each exam session and each type of program, so the printing and copying of exam papers is also very difficult.

"The number of multiple-choice tests is very large, about 450,000, and they are graded and processed on two different software, so it is necessary to increase the number of grading machines and test graders to complete the test on schedule," said the Director of the Hanoi Department of Education and Training.

The leaders of the Hanoi Department of Education and Training affirmed that, up to this point, Hanoi has been preparing step by step for the organization of the exam in a thoughtful manner. Hanoi has coordinated with the police to deploy training on exam regulations to each cadre and teacher. Security and safety issues for the exam, transporting exam papers, and protecting exam papers have all been planned with clear people and tasks.

In the next few days, Hanoi will continue to inspect and review once again all examination sites regarding facilities as well as thoroughly educate the spirit of officials and teachers participating in organizing the examination to ensure safety, seriousness, and compliance with regulations.

For candidates, recently, the Hanoi Department of Education and Training has directed schools to increase support and tutoring solutions so that students can have solid knowledge and confidence in taking the exam.

Mr. Cuong also added that Hanoi has many examination sites, some of which have similar names, so in previous years there were cases of candidates getting lost and being late for the examination. In order to support candidates with specific information about the examination sites, Hanoi has built a digital map to help them easily find their way.

There are many candidates taking the exam, so don't be subjective.

Speaking at a working session with the Hanoi People's Committee, Minister of Education and Training Nguyen Kim Son assessed that Hanoi's preparations for the exam were thorough and meticulous down to every step and detail, although organizing the exam in the capital was more challenging than other localities due to the scale and number of candidates taking the exam.

The Hanoi Department of Education and Training also has initiatives for reviewing for 12th grade students such as: sending a team of good teachers to record and broadcast for students to actively review, guiding students to self-study, this also aims to reduce extra classes and tutoring.

Minister of Education and Training Nguyen Kim Son spoke at a working session with the Hanoi People's Committee on the afternoon of June 20.

The Minister requested Hanoi to strengthen contingency plans for unusual weather, including possible flooding and hot weather, to ensure that candidates arrive at the exam site on time; the plan for transporting exam papers and exam papers must be absolutely safe.

“Maintain clear communication between the exam steering committee and the exam sites so that when unusual situations arise, they can be directed and handled immediately. Thoroughly educate exam staff to handle situations according to exam regulations. In some cases, please note that exam staff should not arbitrarily handle them creatively,” said Mr. Son.

The Minister of Education and Training also requested that Hanoi, with a large number of candidates taking the exam, needs to be on guard against "new, different, strange" situations so that when they occur, they can be responded to immediately.

Hanoi was commended for its initiative to build a digital map to help candidates identify exam scores, however, Mr. Son said that schools with the same name should be changed in the future to avoid confusion about data.

Preparing for the new school year 2025-2026, Hanoi is calculating the conditions to organize teaching 2 sessions/day; there is a plan for operating a 2-level government; parents changing jobs may cause students to change schools.

The 2025 High School Graduation Exam will take place from June 26-27 with nearly 1.17 million candidates registering to take the exam. Hanoi alone has more than 124,000 candidates (accounting for more than 10% of the number of candidates).
