The workshop was attended by representatives of state management agencies, research units, enterprises operating in the field of electricity and energy and international partners.
At the event, the report "Vietnam Electricity Sector Development Situation 2024-2025" (FEV3) was announced. The report was conducted by the Electricity Authority, Ministry of Industry and Trade in coordination with the Australian side within the framework of the Memorandum of Understanding (MoU) on Promoting the Development of a Competitive Electricity Market between the two agencies.
The objective of phase 3 of the FE-V Program is to develop the Report "Vietnam Electricity Industry Development Situation 2024-2025", aiming to provide a comprehensive and updated perspective on the main developments of Vietnam's electricity industry, including the progress of power source and grid development, electricity market activities, and some reference trends in the region and the world .

In his opening speech at the workshop, Director of the Electricity Authority (Ministry of Industry and Trade) Pham Nguyen Hung said that in recent years, Vietnam has witnessed a strong shift in the electricity sector. In particular, after more than two decades of innovation, the Vietnamese electricity industry has achieved many important results.
The year 2024 marks a new development in Vietnam-Australia relations, when the two countries upgrade to a Comprehensive Strategic Partnership, with energy cooperation as one of the priority areas. Within that framework, the Future Electricity Vietnam (FEV) initiative has become an important platform for cooperation in research, dialogue and technical assistance in the electricity sector.
Within the framework of the workshop, Mr. Pham Nguyen Hung emphasized 4 key tasks that the Vietnamese electricity industry needs to continue to carry out in the coming time. Accordingly, the Ministry of Industry and Trade will perfect the market institutions and mechanisms, promote sustainable development, publicity, transparency and improve production and business efficiency in all stages of the electricity industry.
At the same time, strongly attract investment resources to develop power sources and grids, meeting the country's economic development needs and people's consumption needs. Strengthen the application of science and technology, promote digital transformation in the fields of power generation, transmission, distribution, dispatch, power system operation and electricity trading. In particular, ensure safe, sustainable development, harmonizing the interests of the State, businesses and people.
The Director of the Electricity Authority also suggested that the workshop focus on substantive discussions on the above contents, and propose feasible solutions to serve policy-making in the coming time. The Ministry of Industry and Trade pledged to study and absorb the opinions at the workshop to advise the Government on building and perfecting institutions and legal documents, contributing to creating an open legal environment and promoting the development of the electricity industry in the current transition period.

Speaking at the workshop, Ms. Gillian Bird PSM, Australian Ambassador to Vietnam, affirmed that Australia attaches importance to energy cooperation with Vietnam, especially through technical exchange activities, professional discussions and capacity building programs being promoted by both sides within the framework of the signed Memorandum of Understanding.
“Australia is proud to stand with Vietnam in its goal of building a sustainable energy sector. This cooperation reflects the strength of our Comprehensive Strategic Partnership and our shared commitment to sustainable growth and climate action,” said Ms. Gillian Bird.
The Ambassador acknowledged the positive results achieved during the implementation of the MoU, demonstrating the spirit of close and effective cooperation between the two countries' agencies; and said that the publication of the FEV3 Report is an important milestone in Vietnam-Australia cooperation in the electricity sector.
The energy cooperation relationship between the two sides has been further strengthened through practical initiatives based on the MoU between the Australian Embassy and the Vietnam Electricity Authority. The Vietnam Electricity Future Initiative, launched in late 2022, has created strong momentum through thematic reports and high-level conferences in two phases 2023 and 2024.
This year, Australia continues to accompany the Electricity Authority in phase 3, focusing on assessing and developing a report on the transformation process of Vietnam's electricity industry in the period 2024 - 2025. The report provides an objective perspective, based on clear evidence on the level of transformation; proposes opportunities to accelerate reform, attract investment, and promote innovation.
The conference marks an important step forward in bilateral cooperation. It is a forum for policymakers, experts and businesses from both countries to exchange knowledge and experience, contributing to shaping a more competitive, efficient and dynamic electricity market. The combination of Australia’s technical capacity and Vietnam’s leadership role is creating favorable conditions for policy development and mobilizing investment flows to serve the next stage of economic development.
The Ambassador stressed that the energy transition will shape Vietnam’s economic future, a future that Australia is always ready to accompany and support. At the same time, close coordination between Vietnamese Government agencies, businesses, technical experts and participating organizations contributes to promoting progress towards a cleaner, more sustainable and inclusive energy future.
